Study On The Construction Of Rural Practical Talents In Zhucheng City

The key to solving the issue of agriculture, countryside, and farmers, and building a moderately prosperous society in an all round way is to develop a large number of rural practical talents with good quality and suitable structure. Different areas need different practical talents due to the disequilibrium and difference in some respects such as economic foundation, natural condition, and community development. With rural economic growth and society development, more new types of rural practical talents will come forth. Many researchers have been positively exploring the construction of practical talents in villages, but most of them don't gain significantly systemic and valuable research findings, therefore we need much more exploration and practice in greater depth.the case of Zhucheng, strengthening the construction of practical talents is an important measure to quicken the modern agriculture development and increase the rural productivity, is an important path to narrow the gap between rural and urban areas and promote the coordinated development of both urban and rural areas,and is also an important guarantee for the consolidation of CPC status as the party in power and the enhancement of its administration abilities. In the context of building a new socialist countryside and a harmonious society, thoroughly applying the scientific outlook on development and grasping the law of rural economic and social development, this paper has made an in-depth study of strengthening the construction of rural pragmatic talents based on local conditions, in order to provide the reference for other areas'corresponding work.Based on the utilization of the advanced experience of other regions, the reference to associated literature, the combination the elementary theories of management and economics, and using the document study and current situation research, combination between typical research and general research, quantitative analysis and qualitative analysis, empirical analysis and normative analysis unifies, this paper has analyzed the present situation of rural practical talents of Zhucheng fully and systematically, set the classification criteria of twelve practical talents types, such as the growing, breeding and processing experts, the technical people engaged in the popularization of agricultural techniques , the talented ones in village-level management, the skillful craftsman and so on, points out some problems existing in the practical intellectual in rural areas such as the numerical shortage, unbalanced structure, low quality of culture, a low number of Party members and cadres, analyzes the restraining factors, for instance, the backward concept and social environment development, the imperfect market mechanism,the deficient assistance and training, the absent government functions, etc, forecasts the development trend, studies the practical talents'needs and the requirements of the new situation, and puts forward the following approaches and countermeasures to strengthen construction of the county rural practical talents for promoting its countryside economy and social development better and faster, focusing on a overall target, paying attention to the motivation of village-level organizations and economic cooperation organizations, building up training and determination, developing and market-oriented service systems, perfecting assessment, prompting and induction, capital investment, organization and leadership mechanism.
