Study On The Advancing Of The Construction Of New Socialist Countryside In Dongying City Through Classification Method

To build new socialist countryside is an important decision made by our party and government, aiming to implement the scientific outlook on development, balances the development of urban and rural societies, and advances the construction of rural welfare society and modernization. In February 2005, Opinions on Advancing the construction of the New Socialist Countryside issued by CPC and the State Council clearly defines the general objective and direction of the new socialist countryside construction as"advanced production, welfare life, civilized fashions, clean appearance of villages, democratic management", and it also indicates that the construction must stick to scientific planning, practice according to local conditions and guide according to different classifications, and it should advance step by step with planning and different key points.By combining the decision spirit of the great strategy to build new socialist countryside, basing on learning from relative research achievement, taking Dongying City of Shandong province as an example, the thesis studies on basic theory in respect of the new socialist countryside construction, with focus on the relative contents about how to push forward the new socialist countryside construction according to different classifications.To advance the new socialist countryside construction is to classify villages into different catalogues according to its natural conditions, agricultural resources and social economic level, and then different modes will be applied to advance the construction so as to realize the whole welfare society objective. Since the start of the construction, many theory researchers has defined from different sections and angels the general method of classification, the basic indicator characteristics of the classification system, detailed layers for the classification, which has played an important role of guidance for the construction. In regard of practice, many classified advancing modes have been explored and formed.Dongying City is a city of resources oriented with obvious urban-rural two-pillar economic characteristics, and there lies big differences among villages, so it should make and adopt different construction modes on the basis of serious classification. Based on the feature of Dongying's new socialist countryside construction, eyeing on revealing the scientific and comprehensive characteristics of the classification, the building of classification system is made upon the principles of rich villagers and strong village, coordinated development, being villagers-oriented, classified balancing, and being easy to use. The system takes five objective layers as framework, namely the natural endowment, economic development level, social construction level, village environment and village organization equipment, and takes 29 sub-factors as support to form the classification indicator group, which covers fields of nature, economy, society and environment of the village. According to this standard, the new countryside in Dongying can be classified into four catalogues. For different catalogue, in regard of construction mechanism, the general concept is to improve classification 1 village through innovation to act as demonstration and driving, put strength on the building of classification 2 and 3 to reach the target in 3 to 5 years, to modify and restructure classification 4 village to reach classification 1 level in 3 to 5 years and realize the new countryside construction target by 2017. in the meanwhile, facing the difficulties and problems in the construction of new socialist countryside, in order to ensure the smooth development of the construction, the supporting policy system should be completed through ways of balancing planning and layout, completing investment modes, completing management network and appraisal and examine system, strengthening ecological environment treatment, advancing training and education, and strengthening organization and leadership.The basic theory and measures stipulated in the thesis can provide feasible schemes used by different levels of governments to grasp the general condition of new socialist countryside construction, make and apply the classification construction strategy to enhance the construction of new socialist countryside.
