The Planting Behavior Of Maize Growers In Response To The Policy Of "Price-subsidy Separation" In Jilin Province

Maize is in the first place in terms of planting area and yield in China and also an important raw material for feed and industry.Since it meets the needs for “grain,economy and feed”,It occupies an important position in agricultural production and even the national economy.In order to alleviate the contradiction between supply and demand,solve the problem of selling grain and protect the interests of the farmers,in October 2008,China launched temporary storage plan for Maize in Heilongjiang,Jilin,Liaoning and the Inner Mongolia Autonomous Region to save the declining maize price.The policy of temporary storage of maize by the state has improved the production enthusiasm of maize growers,raised the output and led to the continuous increase of farmers' income.However,the implementation of the policy of temporary collection and storage of maize has also produced much negative effect,primarily due to the excessive income protection function of the policy.In order to solve the dilemma of the maize market,the priority should be given to price-subsidy to improve the mechanism of maize price formation.Therefore,the State implements the policies of maize market pricing,"price-subsidy separation" and the producer subsidy system in the three northeast provinces and one region.With the current subsidy,the income of maize farmers in Jilin province decreased sharply,thus inevitably lead to the change in the agricultural production behavior.The production behavior of farmers is the microscopic foundation of food safety,that is,whether farmers can continue to produce and stabilize production is related to national food security and their own income.The study is helpful to clarify the influencing factors of the response of farmers' maize planting behavior in Jilin Province with the policy of "price-subsidy separation".It is also of great and urgent practical significance to ensure the enthusiasm and income of farmers in the dominant maize producing areas in Jilin Province,and full play of the role of "price subsidy separation" in motivating farmers to adjust the planting structure in Jilin Province so as to promote the structural reform of the agricultural supply side and to ensure the national food security.Based on the statistics of Jilin Province,this paper uses macro data to analyze the change characteristics of maize planting before and after the implementation of the policy of maize temporary storage of Jilin Province in 2008.Based on a micro perspective of Maize Planting Farmers in Jilin Province,this paper analyzes the responsiveness of farmers' maize planting behavior in Jilin province by means of descriptive statistics analysis.And using the survey data of 246 maize farmers in 7 counties(cities)of Jilin Province,the main influencing factors of the response of farmers' maize planting behavior were analyzed by establishing Probit model.Finally,the policy implications for optimizing farmers' maize planting behavior in Jilin were put forward.The conclusions of this study are as follows:(1)After being covered by maize temporary storage and storage policy in Jilin Province,the growth area,output and total cost of Maize in Jilin province increased significantly,higher than that before the maize temporary storage and storage policy.Maize yield in Jilin province fluctuated after the policy implementation and there was a negative value in 2014 and 2015.(2)Jilin province is compared with Heilongjiang and Liaoning provinces(which is covered by maize temporary storage policy)and Henan and Jiangsu provinces(not by policy provinces).The change trend of maize planting area,yield,total cost and net profit in Jilin province is basically the same as that in Heilongjiang and Liaoning province.The growth rate of maize planting area and output in Jilin province is higher than that in Henan and Jiangsu provinces,while the total growth rate of maize planting in Jilin is lower than that in Henan and Jiangsu provinces.The net profit of maize planting in Jilin province and the change trend of the net profit of maize planting is basically the same in Henan province and Jiangsu province.(3)Farmers showed more obvious response to maize planting land investment and species selection.The difficulty in of land transfer has a significant impact on Farmers' maize planting behavior.Participation in cooperatives,subsidy satisfaction of maize producers,maize price expectations and maize sales income has positive impact on maize planting behavior of farmers.
