A Study On Enterprise Technological Innovation Capability Evaluation Based On Government-industry-university Innovation Network

Today rapid and drastic changes are taking place in technology. Technological innovation capability of a nation to knowledge becomes the crucial factor which raises national industry competition ability. Only in this way can an enterprise scientifically realize its technological innovation ability in its competition with its counterpart, employ appropriate innovation strategy, make full use of its advantages and achieve the best economic and social benefits. Our research on the evaluation of technological innovation ability is not enough, and the analysis of the factors in the technological innovation ability is not comprehensive and concrete. Most of the evaluation index system only takes into account their own enterprises and neglect the external factors of social environment on the impacts of technological innovation ability. This article purpose is to analyze technological innovation capability of enterprises by establishing of a perfect evaluation index system.based on government-industry-university innovation network. The system can not only promote the research on the technological innovation ability, but also meet the current need.Go by the aim of study, the article started with the literature review of regional innovation network and technological innovation ability theories and methods so as to make preparation for future researches. The article expatiated the theory of technological innovation ability and estimate index, analyzed the interior and exterior factors, the effect mechanism. Article begins to build index system. The process includes the design principle and process, the conception model, index filtration, weightiness and so on. In the last, we adopt some complex methods, such as Delphi and AHP. The test implemented an empirical study in the evaluation index system. The data for empirical study choosing from Enterprise A and other 14 companys. First, we obtained the data of them by questionnaire investigation and other ways, and then we analyzed these data and switched them into evaluation matrix. Combining with the evaluation index system, we computed the evaluation results rapidly and accurately by Matlab 6.5. The result accurately showed the facts of these enterprises. So, we believe that the evaluation index system is right, rational and capable. The method in the empirical study is fuzzy comprehensive evaluation.This paper only made some discussion on index system establishment of enterprises'technique creativity and evaluation methods choosing. Due to the limitation of data collecting, technique creativity index system needs more practice to be estimated, and this will be improved in the following research.
