With the rapid development of science and technology and global market competition intensifies, so that co-operation by different subjects to form the innovative technology innovation network, in practice, enterprise technology innovation to become an important organizational form, in theory, become the focus of research scholars. But in reality, the existence of a large number of inter-organizational cooperation in case of failure of technological innovation, the failure rate as high as 60%. Description This innovative model in practice, lack of effective theoretical guidance, but also pointed out that the study on the importance of this issue. As a result, technological innovation network governance research into the theory and practice focus. The technological innovation network as a new form of organization, its governance affects the performance evaluation of a number of decision-making in the enterprise. Accurately reflect the successful management of technological innovation to achieve the organization's governance performance of the network can be for other preparation for management of the network to provide greater incentive to actively make innovations to improve the situation, improve efficiency, gain competitive advantage, but also in the evaluation process can be summarized reasons for the failure of governance for the future management of technical innovation networks to remind him.In this paper, we take the technical innovation networks as background to the enterprise network to study the subject, through the literature review of relevant theory and analysis of technical innovation networks to define the concept and connotation of the performance management analysis, through a questionnaire survey to be indicator selection data, the use of spss software for data factor analysis to determine the technical innovation network performance evaluation index system of governance. On this basis, using the Delphi method and AHP to determine the target weight, and use statistical methods to determine the fuzzy membership function of the relationship between indicators, combined with fuzzy comprehensive evaluation method to establish a technology innovation network governance performance of fuzzy comprehensive evaluation system. Finally, we choice 89 High-Tech Zone Xi'an, research data on enterprises technical innovation network management performance evaluation system conducted a confirmatory analysis of the application. This qualitative methods and quantitative methods combined objective methods and subjective methods combine to make more realistic evaluation of the data, evaluate the results more accurate.This was informed through research, technological innovation network performance management process and results should be evaluated both of them, the process refers to the overall network performance and network capacity of each node to enhance the realization of their degree of measure including learning innovation, information communication ability to coordinate and integrate the capabilities and rapid response capabilities; the results of performance is through innovation networks all nodes in the behavior of enterprises to bring the final output of innovation activities in the market order and the norms of efficiency and network level, measurement indicators include:efficiency of resource allocation, distribution equity and efficiency of technological innovation.
