| Searching at the varieties of domestic and foreign literature,Academia have done much resarch on the connotation of the technical innovation of enterprises and technol -ogical innovation capacity.At the same time,the field of application of innovation capacity evaluation methods is wide which many scholars have made a lot of research on.But the papers did not have related research on the innovation capacity evaluation of the Pulp and Paper Industry.And also the status study of innovation to Pulp and Paper Industry and the countermeasures and suggestions on how to promote Pulp and Paper Industry development was only stay in the qualitative research which did not base on establishing in the relevant data the model.This study chooses the evaluation method fitting the characteristics of the Pulp and Paper Industry which is based on the research of the technological innovation capacity evaluation methods of others.Then it is establishing evaluation index from the perspective of two-dimensional to evaluate the innovation capability of Fujian Pulp and Paper Industry and then come to the deve -lopment of policy recommendations.First,according to the actual situation in Fujian Pulp and Paper Industry,from two perspective of self-innovation capability of industry and industrial external envir -onmental factors based on the analysis on the innovation theory,industrial innovation theory and evaluation method at home and abroad.It is establishing seven level indicators which is the industrial innovation resources,industrial innovation tend,industrial innovation result,industrial manufacturing capabilities,the degree of government support,industry-related services where the level of development of the region and university-related research capacity of research institutes and twenty-five secondary indicators to construct the evaluation index system of Fujian Pulp paper industry innovation capacity.Second,through participation in surveys,Delphi method,networks and access to relevant statistical yearbook to collect data,then it uses the method of Analytical Hierarchy Process to determine integrated weight by establishing the system of indic -ators of Fujian Pulp and Paper Industry innovation capacity,then uses the method of Fuzzy Comprehensive Evaluation to do the empirical research on innovative capabili -ties of Fujian Pulp and Paper Industry.based on the relevant data of Shandong Pulp and Paper Industry innovation capacity.Third,through the analysis,it comes to the following conclusions:⑴Comparing the advantages and disadvantages of the various methods of innovation capability evaluation in order to work out Fuzzy Comprehensive Evaluation method is relatively suitable for Pulp and Paper Industry in the evaluation of innovation capability.⑵It is establishing seven level indicators which is the industrial innovation resources,industrial innovation tend,industrial innovation result,industrial manufacturing capabilities,the degree of government support,industry-related services where the level of development of the region and university-related research capacity of researc -h institutes from two perspective of self-innovation capability of industry and indust -rial external environmental factors which can be more comprehensive evaluating the innovation capability of Fujian Pulp and Paper Industry.⑶Innovation capability of Fujian Pulp and Paper Industry stays in the"general"level.⑷Indicators which can show the innovation capcaity of Fujian Pulp and Paper Industry such as industrial innovation resources,industrial innovation tend stay in"good"level ,and industrial innovation result,manufacturing capacity,the degree of government support,and related services in the areas where the level of development-related scientific research institutes and university research stay in"general"level.⑸Analysis results reflect the scale of the industry and management level are the most two important factors which are constrained Pulp and Paper Industry in Fujian innovative capability of.Finally,it concludes some policy recommendations on how to enhance the devel -opment of Fujian Pulp and Paper Industry.⑴To enhance the integration of assets of Pulp and Paper Industry and increase the input of innovation resources.⑵To raise the level of the internal management of Pulp and paper enterprises and establish appropria -te incentive mechanism.⑶To increase support for the Pulp and Paper Industry and raise funds through multiple channels.⑷To strengthen research cooperation and complement each other. |
