At the same time, sum up the characteristics on evaluation of industry technological innovation. Taking this as a theories basis also, beginning with the process of technological innovation to analyze the composing index of industry technological innovation capability. And it becomes the theories basis of the selection to evaluate the industry technological innovation capability.Setting up the evaluation index system of the industry technological innovation capability is the foundation of the evaluation of industry technological innovation capability. This text divides three steps to set up index system, including index selection, index sieving and index delamination.
