Since reform and opening up, the national economy in China grows rapidly, and thus variousnew construction, extension and technique reformative projects are increasing, which give rise tovarious industrial pollution events. And this shows us a warning that the traditional developmentmodel, that is seeking economy’s growth at the cost of large amount of natural resources, will notbe sustainable. We must shun the unpromising way of "first pollution, last treatment". It’s clearlystated in Environmental Impact Assessment (EIA) that companies planning to build a project haveto entrust a legal EIA institution to complete a comprehensive EIA report of those projects prior toconstruction in which pollution control measures should be included in order to reduce the influenceto a minimum level. It acts as a basis for government approval and decision-making.The environmental pollution caused by Pulp and paper industry has become the great concernof the industrial pollution control. Consequently, our country exerts great effort to supervise theenvironmental protection admittance doorsill of paper-making enterprises. Thus paper mill’senvironmental impact assessments became particularly important, which also led to a boom ofstudying comprehensive evaluation methods. Currently several typical comprehensive evaluationmethods have been developed, some of which only gave a qualitative description of theenvironmental impact concerning after the project being put into operation, some of which areexcessively influenced by subjective factors, and some of which needed a lot of money or higherhardware technology. Grey relational analysis as one of the important part of the gray system theory,not only has no limitation on data sampling which is easy to calculate, but also can havequantitative analysis on the degree of environmental impact assessment of the project onsurrounding environmental through the comparison of relent calculations between progression andideal progression. In this paper this method is firstly applied to paper and pulp industry’senvironmental assessment impact. The process flows and the pollutants possibly produced in eachunit of the flow have been systematically analyzed to find the proper EIA factors and then todetermine the optimal progression and the environmental progression before and after the projectconstruction. It also adopts non-dimensional method to deal with the raw data and endows eachEIA factor with the weights by means of Analytic hierarchy process (AHP) to identify thereasonable range of discriminating coefficients. Considering that the standard values ofenvironmental quality are interval, the author modified the traditional model relevancy degreecalculation method, and replaced the critical value calculation method with the section calculationmethod. In order to emphasize the practicability of the EIA method, it is introduced to the EIA of MXpaper-making factory in Fuyang. The results show that the modified grey relent analysis canprovide a result closer to reality and have higher accuracy of assessment. This has a practical effecton the EIA of pulp and paper industry in the future.
