The Level Evaluation And Classifying Of Building A New Socialist Countryside In Fujian

The Fifth Plenary Session of the Party's Sixteenth Central Committee has brought forward a significant historic task: building a new socialist countryside, which is an all-around, comprehensive and dynamic developing process, and it is a long-term and hard task. Establishing the evaluation index systems and determining the evaluation method can effectively monitor and measure the building process of a new socialist countryside, timely discover the weak links, the problems and deficiencies in the building process, then we can propose some related countermeasures and propositions with a clear objective in mind, it also can provide us the scientific basis to formulate some related decision-making and measures, which has a practical significance in promoting the healthy development of building a new socialist countryside.Based on the narration of related literature comments about building a new socialist countryside, this article summarizes the scientific connotation and overall requests of building a new socialist countryside, according to which, it establishes the descriptive index systems of level evaluation for building a new socialist countryside, which put emphasis on completeness, then it sets weight of various indicator by AHP, besides, it introduces Synthesis Evaluation Method which this article uses to evaluate the level of various area in Fujian for building a new socialist countryside. In the part of positivistic analysis, it establishes the positive index system of level evaluation for building a new socialist countryside, which puts emphasis on operability, then it calculated the score and rank of the level of 67 counties and cities in Fujian for building a new socialist countryside, and the score and rank of various area in Fujian in three subgoals of economical production, social life and ecological environment. To be further, it uses Hierarchical Cluster Analysis to cluster the 67 counties and cities in Fujian, then divides them into four categories, analyzes their overall level in economical production, social life and ecological environment, and their respectively industrial characteristics and so on. The last one proposes the suggestions and advices to advance a new socialist countryside construction of each kind of area by classification.
