The Research On Evaluating The Forest Management Certification For State-owned Forest Centre Of Huang Fengqiao

Sustainable forest management theory and application of the current forest management disciplines is the focus of the direction of investigation. Forest management certification, as a promoting and improving work, utilizing market mechanism to boost the sustainable forest management which is the fundamental task. To establish a set of indicators on the system played by the sustainable forest management functions reasonable evaluation. Revealing the existing problems and the determining the direction of future development for the sustainable forest management which will provide policy-making authority. Under this background,these was great theoretical and practical significance which researched forest management certification index system for promoting forestry crossover development.State-owned forestry farm is an important organization of forestry production in our country, it takes the responsibility of cultivating forest reserve, it plays a key role in the forestry construction of our country.Improving the management of state-owned forestry farm is very important to sustainable development and modernized process of our country forest. Especially under the conditions of market economy, the sustainable forest management of the state-owned forestry farm will directly affect the state-owned forestry farms'survival and development. As the development of the sustainable forest management, people gradually realize that forest management certification is an important and necessary measure to improve the forest sustainable management.In the first part of the thesis, the author made an in-depth analysis on the current status and developing trend of foreign and domestic research of the forest management certification. In the second part, the basic theory of forest management certification was conducted, the thesis chooses Huang Fengqiao state-owned forestry farm of Hunan province as study object. Base on forest trade standards, it's the first time to build the forest management certification index evaluation system, which based on the state-owned forestry farm. Applying the theory of AHP in the work of FMCE(forest management certification evaluation), to determine the statistical weight of each indicator. A new concept has been put forward, we call it forest management certification integration index(FMCII), through measuring the product of the forest management evaluation system's(FMES) 24 indicators's core and it's statistical weight, then we define the accumulated value to be the FMCII. According to the FMCII we can evaluate the process of forest management certification.Base on these, the corresponding suggestions for the improvement were proposed.Using this index evaluation system to analyze the state-owned forestry farm empirically. Finally we find that the Huang Fengqiao state-owned forestry farm's FMCII is 3.9871, that means in the state of moderate improvement.
