Research On Tobacco Enterprise Scientific Research Funds Management And Its Model Innovation

This paper mainly analyzed the uniqueness of tobacco enterprises Project Management (PM) environment and its Scientific Research Funds Management (SRFM), then combined with the regulations of related state departments on SRFM, we analyzed the present situation of the group's SRFM, and we analyzed some external cooperation projects / middle and long term projects and application research projects, and the related SRFM problems. We put forward the Informationization Model, and we analyzed its input/methods/output, lastly based on the new model we put forward some suggestions of this group's SRFM.In the background that enterprise has become the main body of the technology innovation, in chapter 2, we analyzed the uniqueness of tobacco enterprises PM environment and the complexity of its SRFM, and we then expounded the regulations of related state departments on SRFM. The main conclusion of this chapter is that tobacco enterprises SRFM is so unique that scientific research and earnest thinking on it is so needed.We started chapter 3 with the analysis of the group's SRFM and its PM procedure, we researched the external cooperation projects and the internal projects, the middle and long term projects and short term projects, and application research projects and fundamental research projects, on case study, SRFM analysis and its differences. Lastly, we pointed out the current problems of SRFM and the necessity of its model innovation.Chapter 4 is about the related analysis of SRFM model innovation, which contains analysis of the traditional SRFM model, the basic judgment on the development trend of tobacco enterprise SRFM model, and we described the innovation foundation in aspects of informationization management, lean management and multi-project management.In chapter 5, we put forward the innovative model of SRFM—the Three Dimension Accouting Structure model, which can be setup and optimized through the related steps, and we stated the input\methods\output in the language of PM.Chapters 6 and 7 are mainly about the meaning of putting forward the innovative model, the evaluation to this model, and the thoughts on putting it into practice. Then, based on this innovative model, we proposed the suggestions of the group's SRFM in four aspects.Chapter 8 is the conclusion and further research directions of this article.
