Research On The Financial Management Of Scientific Research Projects In Military Public Institutions

With the reform of the economic system and the changes of the national defense science and technology industry development strategies,the fund management system of scientific research institutes are changing.One of those financial management cores is build a sound management system of scientific research funds.Choosing a new model for the development of scientific research institutes is helpful to play a synergistic effect of the military scientific research institutes.In this paper,the author takes the DL institute as an example,combined with the current financial management of military research institutes,to explore the financial management mode for DLThis paper is divided into six chapters.The first chapter is the introduction,which focus on the background and intention of the research,the research content and the innovation and the insufficiency.The second chapter introduces the basis of the management of scientific research project,the connotation,the source of funds and the use of scientific research project.The third chapter introduces the background of DL,the status and characteristics of the research project funding management,and highlights the difficulty of the military enterprise funds management and the necessity to establish a sound management system of scientific research funds.In the fourth chapter,according to the working experience,the author puts forward some problems in the process of the management of scientific research projects in DL.First,the financial management system is not perfect.Second,there is the lack of experience in budget management and technical accumulation.Third,the implementation of the budget and the budget does not match,which appears to be passive in the final audit.The fifth chapter is the core part of this article,which puts forward the countermeasures and suggestions to improve the financial management of scientific research projects.Mainly include:improve the financial system management,strict control of capital flows,to try new methods of cost management,explore new model of cost management;strengthen scientific research project budget management,establish the project budget execution system,improve the budget implementation rate of measures,etc.In the sound scientific research project fund accounting system,the standard accounting foundation work.Building the project information management platform is the DL management mode of innovation.Finally,we put forward to strengthen the accounting personnel training,create the project accounting system and clear the project chief accountant,accountant's responsibilities.In addition,the paper also puts forward a sound intermal-control system,strengthen scientific research project funds management,scientific research projects'improving proposal,the establishment of scientific research project performance assessment and other projects.It has put forward a lot of constructive suggestions and ideas for the management of scientific research project.In the last chapter------the sixth chapter,the research project funding management issues of DL were summarized and prospected.Taking DL as an example and according to the reality and actual data,this paper puts forward a new mode of scientific research funds management suitable for the rapid development of scientific research institutions in our countrycombined with the current situation,which is effective for the practice of military scientific research institutions.The author hopes that this paper can provide reference basis for military scientific research institutions to strengthen research fund managementand play a greater role in the rapid development of China,s scientific research.
