Research On Large Scientific Project Management

The advance of science and technology contributes a lot to economic development, social progress and enhancement of comprehensive national strength. The increase of scientific research input and influence raises higher requirement for scientific research projects management, which should be more scientific and more effective. Traditionally, research project system is the major method of managing scientific research projects in China. As a typical organizational form, research project system is flexible in organizing resource according to different research projects to reach fixed objectives. It is the organization of major scientific projects that the germination and development of project management theories depend on.Project management is efficient and innovative, which is widely used in scientific research project management around the world. Science and technology innovation system has its own features, such as the degree to which government intervene, special requirement of financial regulations and accounting, administrative mechanism ect. Therefore, influence of policies and regulations should be taken into account when research project system is used in scientific research projects management.Generally, successful project management cases are based on scientific and reasonable project organization, mature methods and factor reference index of similar project. However, comparing to ordinary projects, scientific research projects, especially large-scale scientific research facilities construction projects, have their own uniqueness, for instance, difficulties in target setting and decomposition, uncertainties of technique, unavailability of proper reference projects and so forth. It is these factors that accounts for organization disorder, schedule lag, and overspending in a large number of scientific research projects. In fact, mere application of project management methods cannot solve difficulties in scientific research project management, while more severe disorder in scientific research projects management will emerge if no studies are conducted on scientific and reasonable management methods. It is from this perspective that a study on the circumstance, regular patterns and inherent limitation factors of administrative regulation of scientific research project management, especially large-scale scientific research facilities construction projects management, is of great significance.This thesis gives an comparative analysis on differences of ordinary projects and scientific research projects, from which the feasibility and necessity of taking application of project management to scientific research project management are carried out. At the same time, five possible challenges during the application process are studied and analyzed. Taken into account government sectors, the biggest stakeholder of scientific research project management, which are not only investors but also the constitutor of macro policies of scientific research, this paper studies on scientific research management system from different aspects. Combining the management experience of F Project which is featured with scientific research and fundamental construction, this thesis discusses process management in detail and carries out corresponding solutions to the five sever challenges during the application of project management to scientific research project management.
