Evaluation Study On The Land Improvement Project In Comprehensive Agricultural Development Of Shanglin

Comprehensive agricultural development project is an important carrier for the government to support and protect the development of culture,a crucial measure to increase farmers' income and attain sustainable agricultural development.Since the beginning of comprehensive agricultural development in 1988,China has set the objectives of improving the farmers' living and production environment and comprehensively enhancing the agricultural production capacity and made efforts to upgrade the standard of agricultural production in the project area with remarkable achievements.However,in practice,due to inadequate evaluation and study in the initial phases of comprehensive agricultural development,great economic losses and negative social impacts were sometimes resulted.Strengthening evaluation and study is of great significance to guaranteeing successful comprehensive agricultural development and achieving proper economic,social and ecological benefits.Evaluation and assessment on the comprehensive agricultural development is a systematic and complicated work.Based on the relevant state requirements for comprehensive agricultural development land improvement project evaluation,this essay makes evaluation and assessment on four key aspects of the project,namely the necessity and feasibility of the project,water resources,fund-raising and comprehensive profits.It adopts many mathematic models to make the evaluation more scientific in evaluating the water resources,fund raising and comprehensive profit.In the whole process of evaluation,the essay persists in combining theoretical analysis and positive analysis,quantitative analysis and qualitative analysis as well as dynamic analysis and static analysis and highlights the following aspects:1) It makes analysis and study on the background of the Shanglin Comprehensive agricultural development Project Area,including the advantages and disadvantages of the natural conditions,hydrological and climate features,terrain and relief,quantity and development potential of soil and tilled land and water resources. It points out that the development of the project area must conform to the state industrial policies,the overall plan of the local comprehensive agricultural development as well as the local conditions and the willingness of the local people. 2) Through looking up the documents and thorough investigation,the essay makes analysis in the water resource situation of the project area and uses mathematic analyzing method to assess the water supply,demand and balance of the present water conservation project and analyze the typical design of the main water project as well as issues such as the annual water supply,demand and balance of the designed water project.3) The essay assesses the project investment by using mathematic models according to the national policies and analyzes the fund raising for the project.4) With the help of the relevant data,the essay analyzes the economic,social and ecological benefits of the project.Based on the relevant evaluation,it uses project financial evaluating method to assess the financial profitability and sensibility of the project.In the meantime,it also makes evaluation on the environmental effects.Finally,the essay made evaluation on the project feasibility and necessity.It is of certain academic significance by using modern project management technology and method,especial many mathematic models of project management to evaluate the land improvement project,providing a reference model for project evaluation in the same geological conditions.
