| Comprehensive land remediation can be achieved through policy means and engineering measures to optimize the allocation of natural resources to achieve social,economic,and ecological benefits,which is of great significance.The comprehensive improvement of the territory originated from the theory of ecological civilization construction,not only to strengthen the rural industry,but also to beautify the countryside.On December 18,2019,in order to better control land use and ecological protection and restoration,the Ministry of Natural Resources officially launched the pilot project of comprehensive land remediation in the whole region.The comprehensive land remediation is in the pilot implementation stage,and its requirements,methods and methods are quite different from the traditional rural remediation projects.The relevant theoretical research,planning ideas and planning content have not formed a complete theoretical system.In this paper,through field investigation,querying literature and statistical data,and combining qualitative and quantitative,theoretical and practical methods,analyze the distribution of natural resources such as mountains,water,forests,fields,lakes,villages and their existing problems.Do a good job in industrial development planning based on resource endowments,scientifically formulate project objectives in conjunction with industrial planning,and formulate engineering planning plans in accordance with the project objective system.Through comparison and analysis with traditional high-standard farmland construction projects,it summarizes the advantages and disadvantages of the Tianlu Lalke project.A comparative study found that the Tianlu Lake project considers not only the primary industry but also the secondary and tertiary industries in terms of industrial promotion functions,laying a solid foundation for the development of the integration of the three industries;in terms of ecological restoration functions,it does not only consider farmland ecological restoration It also focuses on the analysis of lake ecological restoration,village ecological restoration,and water ecological restoration,and proposes restoration plans;in the planning and layout of the project,not only farmland improvement projects are considered,but also comprehensive village renovation,water pollution prevention,and lake ecological restoration The planning content is systematic and comprehensive.In terms of project investment,the government-led investment strategy supplemented by enterprises will allow social capital to be integrated into the rural area,reduce the pressure on the government and enterprises,and add vitality to the project.However,there are also deficiencies.The farmland improvement project has insufficient consideration in the aspects of informatization and modern agricultural development.In terms of project investment,the investment standard is relatively high,the total amount of funds is large,the promotion is difficult,and there are certain policy risks and market risks.Through research and analysis,the following conclusions are drawn:(1)Systematic remediation is the basic principle of comprehensive land remediation;(2)Water is a key element of comprehensive national remediation;(3)Industrial revitalization is the core task of comprehensive national remediation;(4)Ecology Rehabilitation is the basic requirement for comprehensive land remediation;(5)Multi-party win-win is the best model for comprehensive land remediation.Combining with the implementation status of the project,the following suggestions are made from the four major stages of the project process to promote the comprehensive land improvement project:(1)The preparatory stage should fully demonstrate the feasibility of the project,fully integrate the existing multiple plans,and make scientific and reasonable decisions.After the project is established,a project promotion leading group should be established to coordinate work and promote the steady implementation of the project;(2)In the planning and design stage,it is necessary to organize experts in related industries to form a technical team to provide technical support for project construction;(3)During the construction and acceptance phase,the technical strength of the construction team must be strictly controlled,the scientific project management system must be implemented,ecologically non-polluting raw materials should be selected,and ecological and environmentally friendly processes should be used;(4)In the later stage of management and protection,establish a power confirmation registration system,determine ownership,use rights,management responsibility,and implement management and protection funds. |
