A Study On The Evaluation And Management Of Agricultural Comprehensive Development Project Based On Project Management Maturity Model

As a strategically measure to protect Agriculture which was supported by China's government, Agricultural Comprehensive Development is managed as project. Although the Agricultural Comprehensive Development had made important progress in recent years, it is still not mature, the level and efficiency of project management are still low, which badly reduce the effect and benefit of Agricultural Comprehensive Development. To solve the problems, evaluating the level of the project management ability is is an effective way.As a theory and a method for evaluating the ability of organization's project management, Project Management Maturity Model theory is absolutely very effective for diagnosing the problem and advancing the ability of project management. In abroad, many organizations and individuals have attempted to research and apply this theory, and someone has developed some general maturity models as well as has succeeded in some area. In our country, the research has begun not long ago. Although some scholars have done some researches on the theory in some areas such as Research project, Construction project and so on, there has no research on Agricultural Comprehensive Development Project Management Maturity Model. Therefore, the paper tries to build a maturity model which is available for Agricultural Comprehensive Development Project management.This Paper firstly talk about the concept, character and process of Agricultural Comprehensive Development Project Management, and describe the knowledge, theory and step of application of Project Management Maturity Model, compare several of the major Maturity Model. Then, according to Project Management Maturity grading convention, we define the Agricultural Comprehensive Development Project Management Maturity level of five grading, the grading one is the lowest level, and the grading five is the highest level. We build the evaluating index system of Agricultural Comprehensive Development Project Management Maturity that based on current theories, and select the index by questionnaire, use the means of Cronbach Reliability Analysis to check the Reliability of the data, then, after the statistical analysis we confirm the maturity evaluating index system, which include 8 factors on the first level and 36 factors on the second level. Afterward, we combine the level of maturity and the evaluating index system, confirm the criterion of the maturity grading. Simultaneity, in order to reduce the subjective effect, we confirm the weight of the evaluating index by means of questionnaire and Analytic Hierarchy Process, and quantitate the index by means of Fuzzy Comprehensive Evaluation. To improve the Projct Manament, we combine the key-extent of the maturity level process and the index system, discuss the way to apply the PMO, Cobweb Model, and the IDEAL process to the Projct Manament improving, talk about the method "evaluating→improving" for Agricultural Comprehensive Development Project Management that based on Project Management Maturity Model theory. Lastly, we choose a representative case to have the application research, calculate the value of the project management maturity, and carry out the measure and advice that can improve project management.In this Paper we find that, those methods aren't suitable to applying in Agricultural Comprehensive Development Project Management in our country after comparing the current project management maturity models, according to the shorts of the project management maturity model we have known, this paper founds a maturity model which is suitable to evaluate and improve the ability of Agricultural Comprehensive Development Project Management.
