The enterprises'technology innovation activity is an eternal proposition of enterprises. The ability of enterprises'technology innovation has a direct correlation of enterprises'survival and development. How to fix the boundary of the ability of enterprises'technology innovation? What is the criterion? It will be involved in the proposition of technology innovation assessment, which has an important meaning both in the theory and in the technology innovation practice. In China, the work of technology innovation assessment began in 1978, which was later than the developed countries', but it developed very fast. The study of the innovation theory is concentrated in the technology innovation's influence factor, the benefit of the innovation, the route of the innovation, the platform of the technology innovation and the sustainable factors of the enterprises. Although the scholars have made great strides in the technology innovation, however, there is some problems in the models'establishment and find ways to solve the model.This paper stands beyond an angle of technology system, explore the synthesis assessment index system and also investigate the appropriate ways to solve the model. All the data in this paper, the technology innovation survey, come from the Qingdao technology engineering consulting institute, where I worked for 3 months as a internship in 2008. I collected the data, the survey of 15 engineering technology centers in Qingdao. First I divided every key factor of the technology innovation system, investigate the needed factors of every key factor and build the primal index system, which is includes 25 quantity indices and 4 quality indices. And then I use the SPSS software to abstract the indices of every key factor to reduce the number of the indices and increase the effect of the indices. The way is to make the correlation of indices in every factor smallest and then choose the indices. Third, for the innovation output is the key of the technology innovation, so I use the SPSS software to make a correlation of all chose factors with innovation output indices. The purpose is to remove the indices which have low even no correlation with innovation output indices. Finally I get 14 indices (10 quantity indices and 4 quality factors) and all these factors constitute the assessment index system. This system can explain the enterprises technology innovation at the standard of 95% and I also put the weight of each index using FAHP.Based on the previous work, I use five assessment ways which is widely used in systemic engineering field and statistics field to access enterprises'technology innovation and get five results. The question is that these sequences is not same and even have a great difference. Decision-makers may be puzzled by these sequences and this is the very limitation of the single assessment method. To solve this problem, I use a new method called systemic combination assessment and get an ideal convergent and coherent result which have a high correlation with each single assessment method. This method is very effective in the practice, so the model built in this paper is effective and worth popularized.
