Build Actualizing And Estimate Of Learning Region Innovation System In Liaodong Peninsula

With the improvement of regional economic, the educational circle more and more pay attention to the region innovation ability. The regional innovation system which part of country innovation system can conformity region innovation resources effectively. It is in favor of decreasing risk in technology innovation and its outcome industrialization, and accelerating diffusion and learning of technology. The learning regional innovation system is proposed with the knowledge economy development which based on the learning ,it is pay more attention on the function of knowledge in the regional.This paper mainly study the contents as follow:First of all, the article analysis and constructs the cluster learning regional innovation system model. Based on the retrospection of development of regional innovation systems, this paper propose the integrant part model of the learning regional innovation system.Thought this model is based on the knowledge creation, the knowledge flowing, the knowledge transforms.Then studies the unit to lead the member essential factor collection, the regional innovation system support essential factor colle-ction, internal influence essential factor collection and the external influence agency essential factor collection.Secondly,This paper construct the learning regional innovation system model. Through the studies on each integrant part movement analysis, the system internal and external environment analysis, proposed the method and step of construct learning regional innovation system. Thought the knowledge creation goal is the driving influence of the learning regional innovation system ,it formed one enhancement ring circuit in the regional innovation system.That can achieves the targets of the region economics,and improve the competitive ability of the region,finally achieves the social progress goal. Thirdly, the article constructs the evaluation indexes of learning regional innovation system, put forward the evaluation model of learning regional innovation. It applies the indexes and the model to evaluate the cluster technology innovation of liaodong peninsula.Lastly, It puts forward the countermeasure frame for operation of learning regional innovation sysetem model. According to the model, it mainly puts forward the countermeasures from four aspects, namely core cluster member coll-ections, cluster factor collections, region factor collections and influence factor collections.
