Supplier Assessment Of Government Procurement On The Base Of Combination Appraisal Method

With the rapid development of government procurement in recent years,there are more and more research about it,but it is still a relative new business in our country.Because it was rising a litter late and is still in a period of being explored and Consummated,most of previous research achievements about government procurement was related to finance and law,there is very litter theory and method research on suppliers assessment of our Country government procurement.In reality, the suppliers assessment of government procurement is mainly depends on subjective speculation and information provided by vendors.The throughout assessment process has not been scientific,so it is not fair to suppliers and will influent the reputation of government procurement.This article is based on the theoretical and practical background to research government procurement suppliers assessment from a new vision.The main content of this article is construction suppliers assessment of government procurement model,taking Guangzhou municipal government procurement as an example.This article initially summarizes and describes the national status of government procurement and the method of supplier assessment, then point out the insufficient places of current research,pose the practical and theoretical significance of the research on setting up this supplier assessment model. Next,on the base of researching literatures of suppliers assessment and selection indexes in home and abroad,the thesis set up a primary model of suppliers assessment indexes system of government procurement.In addition,I design a questionnaire about the importance of all kinds of indexes,and select six important universities in Guangzhou municipal as investigate objections.According to the statistics result of questionnaire,I adjust the primary model of suppliers assessment of government procurement indexes system.After that,on the above basis of the results attained,the article continues to put forward a supplier assessment model of government procurement in view of combination appraisal method.And I give a retail elaborate to the principle and implement of this model.At the final part of this article,the model of a supplier assessment was tested and verified by an example.The result shows that this model is correctly and useful.At last,we expect the future research orientation in the field,as well as summarize and analyze the shortages of this research and the related reasons in the final part of the article.
