Research On Government Procurement Performance Evaluation Based On Combination Empowering Gray Correlation Method

Along with our country public finance system reform, need to improve the public finance reform, and promote the reform of government procurement policy is to perfect the necessity. At present, the government procurement in government agencies were extensively developed, and on the performance of the government procurement work in a objective and scientific evaluation is the need to study to solve the problem, need to establish a scientific and objective of government procurement performance evaluation index system and evaluation method.Based on our country government management practice, through the comparative study on the government procurement carefully at home and abroad, using the improved analytic hierarchy process (ahp) and entropy value method and grey relational analysis theory, the evaluation index system of government procurement in our country construction and evaluation method are analyzed, and put forward the combination empowerment government procurement evaluation methods of grey relational analysis, this method is a combination of quantitative and qualitative, subjective and objective evaluation method, overcome the subjectivity of traditional methods and the limitations of quantitatively. Combined empowerment grey relational analysis method to establish a government procurement performance analysis evaluation, to make objective and scientific evaluation on government procurement performance. Based on the research of the government procurement performance evaluation methods, enrich our country government procurement evaluation theory, to strengthen the supervision and management of the government procurement, construction of efficient government is of great significance.
