| Natural disasters is one of the risk factors to affect agricultural production, the occurrence of natural disasters would cause huge economic losses to fanners. Agricultural insurance as an important economic compensation system for stable product operation of agricultural and improve comprehensive agricultural production capacity, decentralized production and operation risks, to protect the economic interests of farmers with the role cannot be ignored. Xinjiang is one of the regions with more natural disasters, but also is a pilot province of the political agricultural insurance in China, Aksu, Kashgar, Hotan, Changji and Tacheng as the first batch of pilot areas established in 2006, and actively carry out agricultural insurance practice and exploration work. Changji City in Xinjiang as a pilot political agricultural insurance, and the situation about the development of agricultural insurance is very well, a certain degree of representativeness can be reflected in agricultural insurance policy in Xinjiang that exist in the development of common problems.In this paper, summed up the situation about the development of agricultural insurance in Xinjiang's history and policy-oriented agricultural insurance pilot, analyzing the main problems. Based on the development of agricultural insurance in Changji City, the use of fixed and random sampling survey on 200 fanners Changji City conducted a field survey. By the descriptive analysis on farmers about the awareness of agricultural insurance and purchase intention in Changji City, used the basic principles of economics and econometric tools, analysis of the wishes of farmers to buy insurance primarily the impact of factors: education, families the number of people engaged in agricultural production, family income, primarily the impact of whether from banks or credit cooperatives and agricultural disaster loans for production. This article is also under the conditions of voluntary insurance, agricultural insurance from the perspective of supply and demand, analysis of policy-related subsidies to farmers will affect the purchase of insurance.Based on the analysis of theoretical and empirical research, this article were political agricultural insurance from environment, support measures, operation mode, as well as insurance companies, farmers, put forward advices about the development of Xinjiang political agricultural insurance. |
