Research On The Improvement Of Endowment Insurance System Of Urban Workers In China

Since the second half of the 19th century, the German government launched the first Social Security Act, and in November 1888 launch of the elderly and disabled Social Security Act, many countries had established and implemented their own characteristic pension insurance system gradually. As at the end of last century, 167 countries (regions) had established pension insurance system all over the world. Looking back over the past one century, there is no doubt that the old-age insurance system had played a great role and got an extraordinary achievement for the protection of the basic livelihood of the aged, the maintenance of social stability and normal functioning of the economy. However, with the progressive acceleration of worldwide aging of population and the continuous improvement of the living standard, as well as any other issues accumulated and caused by the old system, such as the heavy financial burden of the Government, increase of the labor cost, decline of the product competitiveness, low-efficiency of the management, inter-generational transfer of wealth. Serials of limitations which emerged by old-age insurance system itself, drew great attention of many Governments, furthermore, the importance of improving the old-age insurance system had been realized and took into account by many Governments seriously.It has been more than half a century, China has established the old-age insurance regime, and then endeavor the improvement and reform continuously. Obviously, the achievement is great. However, under the environment that is full of turmoil all over the world, related departments of the Government should pay more attention of the improvement of the old-age insurance regime. Especially, the research of the improvement of basic endowment insurance system, which is considered as a search for the urban-rural endowment insurance system in the future, has a profound meaning. The purpose of this paper is trying to find out a practical countermeasure of the urban old-age insurance system for enterprise employees which is based on the national conditions and adapted to economic develop level, through the analysis of the existing old-age insurance for urban enterprise workers system, summarizing the problems of the system itself and seeking a breakthrough in reform and improvement, learning from the foreign old-age insurance system and its successful experience.Different research methods are adopted, such as the combination of theory and practice, the combination of qualitative and quantitative, comparison of horizontal and vertical analysis, the combination of social security and other subjects, in the thesis, which is based on practice and reality, from the point of objective, developing and open. The first and second chapters of the thesis describe and analyze the establishment and development of endowment insurance system of urban workers in China, experience of reformation and drawback of existing system. The third chapter analyzes the representative endowment insurance system of several countries, and summarizes their common features and reference value. In the fourth chapter, methods are proposed to improve the endowment insurance system of urban workers which is operable and optimal in China, based on the analysis above.
