Research On Migrant Workers Endowment Insurance Problem In Shanxi Province

With the impact of an aging population, a large number of migrant workers in ourcountry are facing the grim problem of pension, such as the low enthusiasm to attendinsurance and the high surrender rate. If it is handled properly, not only the elderly lifeof migrant workers cannot be guaranteed, the problem may also become the hiddentrouble of the social stability and affect the economy and urbanization seriously.For along time, the old-age security of the migrant workers in Shanxi Province has made apositive and beneficial exploration, in which people having a stable work enter into theendowment insurance of migrant workers and the one with more liquidity migrantworkers can choose endowment insurance to suit his way. But because of the restrictionof the household registration system, the lack of a unified labor market for a long timeand the lagging of the national unity policy about transferring the endowmentinsurance,and plus that the old-age insurance system’s imperfect, migrant workers’enthusiasm is still very low. The old-age security work faces new requirements andchallenges.This paper mainly studies on the urban and rural areas as a whole perspective, fromthe social exclusion and social integration theory and on the basis of the theory of risksociety theory. It analysis the problems and the reasons by using the methods ofcomparative analysis and empirical analysis methods, basing on the analysis of migrantworkers endowment insurance’s current situation of Shanxi Province, and the layeredcharacteristics and classification. Then it concludes a few of measures to meet differentpension needs of migrant workers of Shanxi Province to establish and improve thesystem from the aspects of system, the government and enterprises and other. Finally,the paper maybe provides certain theoretical research for the practice.Through investigation and study, this paper sums up to solve problems existing inthe endowment insurance of migrant workers in Shanxi Province at present; we must dosystem first and legislative first. And the government, enterprises, migrant workersshould unite as one, insist unified understanding and establish benefit sharingmechanism. But because of the available resources and the limited theoretical level, the writer can’t put forward the comprehensive improvement measures. This paper aims atprovide some shallow Suggestions and ideas for the further development and perfect ofmigrant workers endowment insurance system in Shanxi Province.
