Research On The Main Economic Incentive System Of Renewable Energy

At present,speeding up the development of renewable energy is an important choice to adjust the energy structure in china,to expand the energy supply diversity, to enhance energy security and to protect and improve the environment.To accelerate the development and utilization of renewable energy needs the economic incentive system.This paper studies three major economic incentive system of renewable energy.This article is divided into four chapters.Chapter 1 introduces the economic incentive system of renewable energy,the concept of economic incentive system and the necessity of the establishment of the system,leads to the following three main incentive system:the system of subsidies and taxation,price system and the government procurement system.Chapter 2 introduces the taxation system of renewable energy,analyses the experience of foreign countries about the renewable energy subsidies,the tax, and proposes a change in the financial system,taxation system about the development and utilization of renewable energy.Chapter 3 analyses the renewable energy price system and the fixed prices system of purchase price,and analyses the green power practices first took in Shanghai on the implementation of the sales price system.Chapter 4 introduces the government procurement system about renewable energy,analyses the experience and the implementation of U.S.government procurement system about renewable energy,it proposes to involve renewable energy products in the government procurement provisions,makes a clear definiti -on of the scope of renewable energy in government procurement system and i -mprove the assess rules and supervisory mechanisms,give a low price to rene -wable energy products in government procurement.The above three major economic incentive systems needs to be clear in the legal provisions,so that the economic incentive measures can be more feasible. Moreover,these three systems are not isolated,should be used together according to the development condition and goals of renewable energy sources.The characteristic of this article is analyzing the development and utilization of renewable energy promotion methods from a legal perspective,through the summary of analysis of domestic and international renewable energy law, policy and its implementation experience,from three main areas making a reference for economic incentive system of renewable energy in China.
