The Research On The Institutionalization Of Chinese Employment

Due to the ignorance of the negative effects of population growth, there is no policy related to control population which has led to China's labor supply oversupplied, and this situation continues to this day. 2008 financial crisis results enormous trauma and the unemployed population are growing now. Historical reasons and the reality of the unemployment make the employment system face great challenges. In order to solve the unemployment problem, the Government introduced many relevant policies, laws and regulations. Now how to institutionalize the employment policies and measures becomes a major issue. First of all, this paper explains the meaning of the institutionalization of labor and employment, as well as its importance and necessity. Then, recalling the founding of our employment system since the beginning of the establishment of the socialist market economy. On this basis, on one hand, the paper clarifies how to achieve the institutionalization of labor and employment regulation, including the formulation and implementation of employment goals; On the other hand, it clarifies employment training, employment services, employment assistance, as well as the institutionalization of employment, such as the rule of law. Then, from the economic level, the government's actions, the legal environment and cultural background, the thesis make an analysis of labor and employment constraints factor of the institutionalization. In addition, some of the policies and measures of Western countries for China were listed to accelerate the institutionalization, because some of the experience provides a useful reference for us. Finally the paper puts forward a series of solutions and measures.In short, the thesis summarizes the foreign institutionalized experience in the labor and employment which has important practical significance.
