With the economic and social development, as well as a large number of rural laborsmigrating into the cities for work, metastatic income become an important source of income ofthe peasants. Effective realizing of transferring rural labors and promoting full employment ofUyghur’s surplus labor is not only an important foundation of economy development by leaps andbounds, but also the basic conditions to make sure the political and social stability and long-termstability in Hotan county.Based on concrete, specific socio-economic development, the relevant principles ofdomestic and foreign labor, and the use of theoretical research, empirical research, and theresearch methods through combining qualitative and quantitative analysis, by understanding thebasic conditions of transfer of rural labor in Hotan County and exploring and research the HotanCounty plight of rural labor transfer and constraints, and on this basis put forward practicalpolicy recommendations and to enrich rural labor transfer minority-issue-related research, andto provide some basis and reference for making decisions for relevant department.By this paper, we can draw the following results: firstly, the transfer of rural labor in Hotan Countyhas the following characteristics: young male-dominated, generally low cultural quality, mostly engagingin traditional handicrafts, mainly relying on their own social networking and transfer operators within theregion. Secondly, the transfer of rural labor in Hotan County has not only the macro-level motivations suchas rural economic and social development of the internal driving force, the release of the labor force withagricultural technology improvement, the attractiveness of better environment outside the rural areas and along history and tradition of going out of business, but also the micro-level motivations such as familystructure, economic factors, individual development, and the impact of surrounding environment. Thirdly,restricting the transfer of rural labor in Hotan county in the objective aspect of the performance: harshnatural environment, backward transport conditions, high cost for migrant workers, the work environmentneeds to be improved, serious lack of social security, etc; in the subjective aspect of the performance: toolow scientific and cultural quality, language barriers, outdated ideas, differences and restrictions in custom,large social prejudice, destruction of religious extremism and etc. Finally, the paper will put forwardcorresponding countermeasures according to the conclusions from five recommendations: the policysupport, economic development, skills training, bilingual education and management services.
