Shiyang River Basin was once prosperity because of the ancient Silk Road, and is the important grain production bases in Gansu province. As the deterioration of the ecological environment in recent years, the Shiyang River Basin has been attracted extra attention .Located in the lower reaches of Shiyang Basin, Minqin has been an eco-fragile and ecological degradation areas that suffer from desertification and water resources against for a long time, poverty and weak community capacity has led to ecological decline, showing the characteristics of vicious circle.Ecological compensation of Shiyang River Basin has tremendous significance for the economy and society of Shiyang River Basin. It is important policy and project to protect eco—environment, a course of poverty alleviation, a course of transforming the life style and the production, a course of restructuring local industrials structure and developing economy. Ecological compensation should be taken as a new mode and outlet to combine poverty alleviation and ecological management.In this paper, from an point of view of ecological compensation, with a focus on ecological compensation with Shiyang River Basin to address environmental degradation and poverty issues. First of all, from a theoretical point of view of poverty and the concept of ecological compensation superficial analysis the relationship between poverty and environment, Second, the status of the Shiyang River Basin and the ecological predicament facing Shiyang River Basin and the need for the implementation of ecological compensation have been described, third, analysis the ecological compensation and poverty alleviation, Final, come to the conclusion that poverty alleviation and ecological management should be done at the same time.
