The Study On The Ecological Compensation Mechanism Of Xiangjiang River Basin From The Perspective Of Game Theory

The Xiangjiang River where is located in the radiation area of the Yangtze River Economic Zone and the South of China Economic Circle,which has thick humanities,highly concentrated industrialization and urbanization,is the core area of Hunan's economic and social development.For a long time,Hunan Xiangjiang has not only great ecological environment pressure,but also faces with the contradiction of water pollution control responsibilities and competing interests between the upstream and downstream.Ecological compensation as a way of watershed environmental governance,not only makes up for the relevant environmental protection system and legal system,but also is an important way to balance the interests and reduce conflicts.The paper aims at exploring the ecological compensation mechanism of Xiangjiang River basin,which is started from the stakeholders' gambling relations,combined with the history and current situation of ecological compensation in Xiangjiang River basin,established from local government to the superior government and the microscopic stakeholders between the three stage progressive level game.It studies the strategy choice and the equilibrium result of stakeholders of the river basin which is combined with the case and the empirical analysis.It is found that: firstly,initiate ecological compensation between local governments,which is subject to the full extent of the flow of information and the difference in learning to imitate is a time-consuming and inefficient process and the upstream government's strategy choice in the overall balance of watershed is in the key position.Secondly,higher levels of government is involved in the regulation and supervision to make the upstream and downstream responsibilities clear,and repeated games between the higher levels of government and local government can achieve long-term win-win situation and a virtuous circle.Thirdly,general population and enterprises as microscopic stakeholders,the higher them participate in the maintenance of watershed ecology,the larger the enthusiasm of government subsidies is,and the relationship between the stakeholders of the game will bechanged with different positions river basin.The positive effect of downstream Xiangjiang River is more obvious,but the effect in the upper reaches of the ecological construction area is smaller than the downstream.Based on the results of game analysis and empirical analysis,Xiangjiang River basin ecological compensation mechanism should be based on the maintenance of fairness,moderate attention to the upper reaches of the construction area to alleviate the conflict between economic development and environmental protection,while further expanding the scope of the positive impact on the participation of the lower reaches of the river basin environmental protection can drive the development of the upstream less developed areas and makes them protect their own interests at the same time.The main suggestions of this study including: scientifically clarifying the rights and responsibilities of the stakeholders;enhancing the force of ecological maintenance of basin stakeholders;optimizing the way of basin ecological compensation;promoting the convergence between basin ecological compensation and multi-objective.
