Research On The Establishmennt Of China Plantations Certification Standard

Forest resource has been overexplored in the past 20 years, resulting a great reduction in the global forest area. As a supplement to the natural forest, plantations are growing quickly in the world. At present, China's plantations area has reached more than 5300 million hectares, accounting for nearly 1/3 of the world.Compared with natural forest, plantations have the advantage of growing fast, high yield capacity, stable quality, and easy to be processed and utilized, etc. Therefore, in the plantations certification, a pertinent standards targeted in the plantation is really necessary, which can more effectively promote the sustainable management. China has formulated the forest certification standard, in order to better develop the plantations certification, relevant department has already worked on China plantations certification standard.In this study, Chile is taken as the main case for the success in plantation certification. We introduce the experience in plantation certification, and emphatically analyse the experience of the plantations standard and the natural forest standard. After that, by comparing with the forest certification standard in China, the thesis raises the method of establishing certification standards for China forest management: First of all, in the aspect of standard-setting organization, State Forestry Administration Science and Technology Development Center to take the lead, and under his leadership establish standard-setting group under the leadership of the group, should have 1-2 international consultants or experts, which could develop criteria more effectively combined with the international society. Secondly, in the standard-setting process, 10 steps has been put forward to accomplish the completion of China's plantations standard. Third, concerned with the specific content of the standards and the framework of the standard, the author believes: the framework structure can make a reference to the standards, criterion, indicators of Chinese principle of forest certification. At the content of the standards, some suggestions are given based on the analysis of Chile plantations certification standard and the characteristics of plantation of China.
