Analysis of Ecological Footprint (EF) evaluates the coordination between the social economical activities demands for ecological system service and the capacity of ecological service by calculating the biophysical parameters. It has been widely applied in national and regional levels sustainable development assessment due to its novel viewpoint and simplified calculation. However, there were some defects in the EF model given by Rees W E in 1999, i.e. inaccurate of the productive and equipotent factors, lacking enough consideration for the functions differences of ecological system, and static EF model. A Modified Ecological Footprint Model (MEFM) was proposed according to the problem and deficiency mentioned above. Annual supply, demand, profit and loss of EF (1996~2007) for Urumqi were calculated based on MEFM. Per capita Ecological Footprint (PEF) of arable land, pastureland, forest land and water area were -0.2055 hm2/cap,-1.35026 hm2/cap,-0.82952 hm2/cap,0.00318 hm2/cap respectively. The deficit of PEF for cropland, pastureland, forest land and fossil-energy land increased annually except that the PEF for water area increased a little. During the period of 1996~2007, higher energy consumption of per unit production, accretions of population and built-up area were the main factors to the increasing of PEF deficit for Urumqi. This study suggests that the MEFM approach not only can evaluate the coordination between the economical development of regional or urban level and the capacity of ecological service, but also help the decision making of regional sustainable development strategic planning and implementation.
