Research On The Process Of Innovative Provinces Building In Jiangsu Based On European Innovation Scoreboard

One of China's goals is enhancing the capability of independent innovation and the efforts of building an innovative country.Innovative provinces are the integral part of the innovative country.It is the local government to promote local economic development framework,and the means of economic development of our coutry. European Commission established European Innovation Scoreboard,to evaluate and compare the capacity of Member States Innovate.It is worth to learn from.Evaluating the process of innovative provinces building in Jiangsu,can be dearly recognized that deficiencies and the direction of our efforts,so as to promote fast and good development of economic and social.Guided by modem economy and management theory and modem statistical theory and method,compressive application some correlative theories and methods of mathematical statistics,incorporating criterion and empirical analyze.Based on European Innovation Scoreboard,comprehensive evaluation of the process innovative province in Jiangsu is carried out,to put forward a scientific,operational and promote the use of the value of the process of building an innovative province of the comprehensive evaluation system.The followings are the main content of this paper: (1) Analysis of the innovation,the European Innovation Scoreboard,an innovative country and an innovative provinces;(2) Drawing on the European Innovation Scoreboard,the evaluation of the target system of Jiangsu in the process of building an innovative province,and discussing about evaluation of the basic theories and methods;(3) Through the analysis of Jiangsu innovation work in recent years,and and the gap among Jiangsu and the other 30 provinces,the average level of EU comparison,we find strengths and weaknesses of the process of building an innovation province;(4) For the problems in the process of Jiangsu building an innovative,we put forward to the constructive rmeasures.Through the research,we can know these:The advantages in the process of Jiangsu building an innovative province are mainly embodied in the policy environment,a vibrant innovation-driven,the unique geographical position as well as some aspects of the outside world,etc.However,there are also some questions Jiangsu innovation at work:The absolute number of training is higher but the relatively quantity is lower;R&D funding is less;The capability of independent innovative enterprises is to be enhanced;Scientific and technological innovation of intellectual property fights of the patent system is to be perfect;The quality and efficiency of high-tech industries need to be improved.So,to promote the innovative construction in Jiangsu province,we should strengthen the construction personnel, increase investment in science and technology society,strengthen the dominant position of enterprises,set up intellectual property rights system,optimize business innovative environment and create a culture of innovation.
