Research On The Evaluation And Management Countermeasures Of The Construction Process Of Innovative Provinces In Jiangxi Province Based On European Innovation Scoreboard

Innovation is a whole factor,a whole system and a full range of changes.It is an inexhaustible motive force for the development of a country and a region.With China's economic development entering the new normal,the problem of Jiangxi's less innovative ability and industrial structure is more prominent.The traditional development momentum is weakening,and extensive growth mode is difficult to continue.Promoting the construction of innovative Jiangxi is an urgent need to enhance the core competitiveness of Jiangxi province.It is a practical way to speed up the structural reform of supply side and promote development and upgrading.It is also an important support for scientific development and green rise.Based on this,by using the evaluation index system of comprehensive innovation of European advanced,in Jiangxi was evaluated in the process of building an innovation province,has in-depth study in the process of problems and shortcomings,and then put forward the management countermeasures of strong practicability and high feasibility of the development process,can provide a theoretical basis for the systematic innovation in Jiangxi provinces construction,provide scientific and systematic and operational management scheme for decision makers.Based on the theory of innovation and the European Innovation Scoreboard(EIS),this paper explores the new connotation of innovative provinces under the trend of highly valued innovation in the world,and compares them with innovative countries.Secondly,drawing on the European Innovation Scoreboard(EIS)concept,the process of constructing innovative province building evaluation index system,based on the status quo of Jiangxi Province innovative construction,analysis to comprehensive evaluation in the process of building an innovative province of Jiangxi province using principal components,and carry out comparison with neighboring central provinces,so that Jiangxi in the construction of innovative province in the process of advantages and disadvantages.Finally,in view of the problems and bottlenecks obtained from the study,the Countermeasures for the construction process management of Jiangxi innovative province are put forward.From the study we can see that in recent years,Jiangxi province attaches great importance to innovation and development,introduced a series of policy documents to encourage innovation and development,and promote the reform of science and technology,greatly improve the capability of independent innovation,integrated innovation strength continued to rise,continue to stimulate innovation vitality,innovation support force enhancement.But through horizontal comparison,we can also see that the development of innovation capacity in several main aspects of Jiangxi province is still at a low level,for example,the basic ability of R & D innovation is weak,R&D input intensity is low,and transformation channels of scientific and technological achievements are not smooth.In this regard,the author puts forward the management countermeasures of Jiangxi province construction of innovative provinces: the implementation of the system of innovation to enhance innovation,increase investment in scientific research to strengthen the innovation support,talent incentive to optimize the environment for innovation,promote the combination of scientific research to enhance the efficiency of innovation,make up the short board in order to reinforce the foundation of innovation.
