| Innovation is the soul of one nation,and also is the endless force of one country's continual and rapid development.City is the important carrier of society and economy development.It plays an important role on promoting productivity advance, pushing forward society and economy development,carrying forward advanced culture and so on.With the worldwide knowledge economy,innovation has already been a significant way and key action for cities to realize fast and efficient development.In order to find a dominant position in competition around the world, many countries have proposed constructing innovative cities.Innovative cities are the pattern as follows,regarding science and technology advance as the power, independent innovation as the guidance,innovative culture as the base and depending on innovative elements such as science and technology,knowledge, human,culture and system to drive economy development.Innovative city construction is not only close combination and inner contact of promoting science and technology and economy,but also the essential choice of strengthening regional innovative capability,building innovative countries and constructing harmonious societies.Jiangsu Province is the strong province in China.According to the unique feature of each city,how to propose the target and suggestion is the key to success of Innovative city construction.This paper is subsidized by Key Project(07SJB790006) of Education Bureau in Jiangsu Province,and regarding innovation theories,modern statistical theories and methods as a guide,learning research achievements about innovative city construction at home and abroad,using a method which is a combination of Quantitative Analysis and Qualitative Analysis,Empirical Analysis and Normative Analysis.On the base of correlative innovation theories and innovation system theories,this paper composes evaluation index system of Jiangsu Province which contains six aspects in knowledge innovation capability,technology innovation capability,industry innovation capability,system innovation capability, service innovation capability and innovative environment and demonstrates an evaluation analysis by Factor Analysis and Cluster Analysis.Then it analyzes the strengths,weaknesses,opportunities,threats in innovative city construction by SWOT Analysis.At last the paper brings forward the overall target and suggestions of Jiangsu's innovative city construction.The result of evaluation shows that innovation capacity ranking of twelve city samples has obviously regional feature and has been clustered into 4 classes according to factor scores:the first class include provincial capital Nanjing which is relatively strong in integrated innovation capability and prominent in knowledge innovation capability;the second class include Suzhou and Wuxi which are outstanding in technology and industry innovation capability;the third class include Changzhou, Zhenjiang,Yangzhou,Nantong and Taizhou which take innovative financial resources seriously;the last class include Xuzhou,Huai'an,Lianyungang and Yancheng.It presents that Jiangsu Province must promote innovative city construction gradually at different levels and regions and must make strategy plans in order to forming unique competitive power and so on. |
