Land resources are the basic of human survival and development,and urban development must be based on land resources.With the rapid economic and urbanization in China,the demand to urban is increasing continually.The urban has many advantages such as more efficacious land resources, more self-contained public facilities,accommodating more population,more employment opportunities and higher income.So more and more population would like to swarm into the city.At the same time,the carrying capacity of land resources is increased.But because of different income and higher house price,the low-income families in urban have hardness in living.For social harmony and stability,we should work harder to supply more housing to help house problems of low-income families in the urban.Land supply is the source and the most fundamental aspect for housing.Whether it is affordable housing or low rental housing,their construction is necessary based on land resources.Therefore considering the basic national conditions,we should play the role of government to regulate the urban land supply by making certain land supply reasonable for affordable housing,low rental housing and housing for the sandwich class housing.It could contribute to the achievement of the housing guarantee of the housing difficulties.This paper makes use of comparative research methods,system research methods, demonstration research methods based on some conceptions and theories to analysis the relationship between land supply and housing guarantee,reveal land supply modes and problems of the urban housing guarantee system,analyses land supply of the housing guarantee system in Chongqing municipality,put forward some policy recommendations to ensure the urban housing guarantee system through regulating land supply.There are seven chapters to the studies in the text:Chapter one is introduction.It simply introduces the background,purpose and significance, main contents,methods,technical routes.Chapter two is theory used for reference.First,clarify what are mean of urban land,urban land supply and housing guarantee that this paper mentions.Then,promote the theories which the study based on,including land supply theory,property rights theory,efficiency and equity theory, Keynesian state intervention theory and system theory,as well as summarizes the main elements of various theories and the theoretical guidance to this paper.Chapter three is the analysis of relationship between land supply and housing guarantee.Firstly, analyze the characteristics of urban land supply,which include the following four points:urban land supply system in two tracks;urban land supply monopoly;urban land supply policy duality;existing and incremental land simultaneously.Then,expound the urban housing guarantee system.Finally analyze relationship between them.Chapter four is the modes and problems for land supply of urban housing guarantee system. Firstly,introduce the mode of affordable housing and low rental housing,as well as mentions the sandwich class housing slightly.Then,research them from the total,the structure,the cost and policy of land supply.It concludes that we should ensure the total and structure of housing construction, lower costs for developers and reasonable policy to protect the urban housing difficulty families.Chapter five is the analyses land supply of the housing guarantee system in Chongqing municipality.Firstly,introduce the general situation of research areas,including the status of land supply and urban housing guarantee in Chongqing municipality in recently years.It regards the main nine areas in Chongqing municipality as the key point.Then,analyze that constructive land of affordable housing,low rental housing and sandwich class housing in Chongqing municipality.It finds that there are many problems in the land supply of urban housing guarantee system in Chongqing municipality and we should take measures to solve them.Chapter six is the policy recommendations to ensure housing guarantee by regulating land supply.It mainly includes the macro-policy recommendations and measures,for example, strengthening the financial and tax policy,regulating the structure of land supply,setting up supervisory mechanism.Chapter seven is the conclusions and discussions of this paper.It generalizes the main research results and the need to further improve things.
