As we know, Urban land transfer markets is not only a very important component in urban land market but also in the system of market economy. The running state of land transfer market has direct influence on the land market of a country or a region and can even affect the development of the whole national economy. Thus, doing in-depth research on the developmental state and the operational laws of the land transfer market, and exploring the systematic running approach of and transfer market would prove to not only benefit the healthy development of land transfer market and land market, but also have very important theoretical and practical value for implementation of socio-economic development objectives. As the only municipality in china's western region, the healthy development of chongqing's land transfer market would have great significance to the healthy development of land market and implement of socio-economic goals of chongqing even in whole western region.This paper use the methods of survey, literature, qualitative analysis and quantitative analysis based on the previous studies to recall the Building of land transfer market, Analyse the the market situation in recent years, and focused on the land transfer market's problem as well as their causes to propose countermeasures for ptomoting the healthy development of land transfer market.There are seven chapters to the studies in the text:Chapter 1 is Simply introduced the background , purpose and significance, main contents, methods, technical routes and sources of information in this paper.Chapter 2 Learning from other people's theories. First, clarifed what are mean of land market, land transfer market and land price, that this paper mentioned. Then, promoting these theories which the study based on , Including rights theory, the supply and demand theory, land rent and price theory, theory of the allocation of resources, market failure theory and so on, as well as summar the main elements of various theories and the study of the guiding role of the land market.Chapter 3 Recalling the development track of Chongqing Municipal land transfer market. First reviewed the development process of China's land market, divided the China's land market into embryonic form, all-round development, deepen reforms in four phases based on the development of the land market of important documents , which related to the development of the land market. Then, divided Chongqing's land transfer market into embryonic form and a stage of comprehensive development, according to the Chongqing Municipal land supply system, and government documents on the impact of land transfer market.Chapter 4 Analyzed the land transfer market's operation in recent years. This study analyzed the Chongqing Municipal land transfer operation form the supply, transfer mode, transfer price, supply structure between 2001 and 2006. After analysis, we found that the leased area of land Showed a upward trend, allocation of land resources become increasingly dependent on the market.Chapter 5. Analyzed the development problems also their causes of land transfer market's operation in recent years. First, analyzed the problems of land transfer market form land supply, market participants, market development, market order, land prices and other aspects. We founded these main problems which hinder the Chongqing Municipal land transfer market healthy, orderly development are: (1) Land supply out of control, including the annual supply excessive, total supply ahead of the supply structure and loss of balance; (2) The subjectes of market behavior were not standardized. (3) The transfer market had low level of market development,reflected in the low proportion of the land area which transferred by bidding, auction and listing. (4) The order of Land transfer market is imperfect, slso the functions not sound; (5) The prices is unreasonable.Then, we discussed the cause of the problems of system, structure and mechanisms,founded that: (1) The institutional factors which hindered the land transfer market healthy development is that land property rights system defect, transfer system imperfect, land tax system imperfect.(2)The orther factors is that Competitive and non-competitive transfer arrangements at the same time and land allocation is not fully market-oriented.Chapter 6 proposed countermeasures and proposals. Research from the Chongqing Municipal land transfer existing problems and the causes, we roposed five measures to develop land transfer market: (1) improve the land property rights system. inclded Perfecting market system of land ownership and land use rights system, strengthening the land registration system. (2) regulate the Market players' conduct, Especially in Restricting the government executive power, implementing the Government's dministration, establishing the access system for market players who need land.(3) raise the competition in land transfer market by promoting industrial land transferred with tender, auction, listing, as well as the original appropriated land; (4) Standardize the land price formation mechanism by Producting and announcing benchmark land prices and land price regularly, also formulating scientific and rational sell upse;(5) Bring the government's Leading role in allocation of land resources into play.first,Strengthen management on overall land use planning and others inorder to control the whole transfer land total,as well as strengthen the role of supply constraints on demand by Scheduled a complete land supply plan.Chapter 7 is the conclusions and discussion of this study. It made it into the main research results and the need to further improve things.
