In recent years,the volume of China's import crude oil(ICO) has been increasing and huge amount of oil-importing brings substantial transportation costs.Thus,in order to save logistics cost and reach optimizing configuration of ICO transportation network, it's of great significance to set up several crude oil logistics centers and study how to optimally allocate domestic crude oil demand as well as arrange voyage amount of ocean shipping tankers while in view of current situation of China's ICO transportation.To start with,based on the investigation of China's domestic oil production and consumption,this paper makes a detailed analysis on the source regions,flow, transportation routes and accommodating ports of ICO.Then,analyzing from the angle of logistics cost-saving,this paper puts forward that crude oil logistics center plays a vital role in ICO transportation network and designs an integrated transportation network where crude oil logistics centers serve as the core part by providing discharging, storage and transshipment services for ICO and other middle-size ports supplement the whole network.At the same time,this paper predicts imported oil amount of the forthcoming years by adopting time series model,grey prediction model and the combined model,which provide data basis for future optimization and layout of ICO transportation network.Finally,through logistics optimization theory,an optimization model is established with an objective function of minimum logistics expense and the model is carried out by Genetic Algorithm(GA) and MATLAB with original data of 2007 and predicted data of 2012.Optimum arrangement of tanker's voyage amount and import oil allocation in addition to selection of crude oil logistics center are given as optimized results. The minimum-cost model established in this paper takes into consideration all costs occurred during the whole process of ICO transportation,which combines arrangement of oil tanker's voyage amount,location of crude oil logistics center and allocation of domestic import oil.By and large,this paper offers some referential meanings for optimization and configuration of domestic ICO transportation.
