The Research In The System Of Crew's Wages

China is one of the largest trading nations and maritime countries in the world.The total transportation capacity of our fleet accounting for 12.89%is third of classical fleet in the world.At present,6 mainland ports in the container throughput enter into top 20 in the world and 3 enter into 10.The main container port have reached the world advanced level.Crews in China's merchant fleet are Chinese and more than 40,000 crews have been sent to foreign shipping companies each year.China has 1.55 million crews,of which one million are inland river crews,and 550,000 are seaman.China has the maximum amount of crews and they are playing an important role in China's foreign trade.Therefore,it is important to protect the interests of crews.Crew is the most risky profession as recognized.Compared to other occupations the crew should have more rights in aspects of crew rest,vacation,wages,social security that could protect the physical and mental health of crews.Now,some of crews work overtime and haven't enough time to have rest;wages and subsidies haven't been paid on time.These problems are affecting the physical and mental health of the crew and could cause dangers to the life and property on the vessel.As the basic right of crews,wage is necessary to guarantee the basic needs for crews' living,is the fundamental right.Based on the specific property of crew's work and our country's enterprise wage system,the writer analyzes the structure of crew's wage and wage system issues.The paper makes a synthesis of "Comprehensive Maritime Labor Convention 2006","Regulations of the People's Republic crew" and provisions of wages in COSCO which is China's leader of the China Ocean Shipping Group,gives suggestion about how to reform the crew's wage system,calls for legislation of "Crew Law" as soon as possible.The "Crew Law" should offer guide specifications crew's wage structure,recover the defect of crew's wage safeguard legislation,make the crew minimum wage system,regulate crew service mechanism in law aspect.It would protect rights and interests of crew and stable the crew team and ensure our country ding better in navigation.
