Take "with Trade Related Intellectual property rights Agreement" (TRIPS) as representative, the globalization high standard intellectual property rights protection system which carried out by the developed countries attenuated the developing nations legislation sovereignty, has enlarged its economical development cost, and to some extent, have blocked the solving of the gradually grave common crisis of health, poor and education in developing nations. In this regard, developing countries must seriously examine their policy responses, in establishing a sound domestic intellectual property system, enhance their knowledge and technological innovation ability, we must search among developing countries and with relevant international organizations and non-governmental organizations, solidarity and cooperation between, promote the protection of international intellectual property rights protection system in the harmonization of international standards and to go further on the basis of a balance of interests direction.This article embarks from the angle of intellectual property rights protection historical perspective and internationalization advancement, Connection with the situations of economic basis, education, health and knowledge innovation ability and so on about developing nation now, elaborate the developing nation when the surface high standard, the internationalization intellectual property rights protection suffers the difficult position, and attempts for the developing nation to use own ability and the collective strength goes out this difficult position to provide some experimental suggestion.
