| Aids to navigation,namely navigation-supporting equipment,is facility or system which renders safety information service for various marine activities.Aids to navigation plays an important role in development of marine economic and shipping industry,protection of marine environment,construction of national defense and safeguard of national sovereignty.Exact and timely control of navigation-supporting information by its users concerns safety of life and national property at sea.With implementation of coastal development strategy and rapid economic port shipping development of Jiangsu Province,costal area waterway and vessel conditions have changed a lot.As a supportive safeguard system to enhance efficient and rapid shipping development,navigation makers do unremitting efforts to make aids to navigation to meet users' demand for an aim at creating a more safe,free and efficient navigation-supporting security environment and achieving to establish all-direction, round-the-clock running and rapid-reacting modernized water transportation public security system under overall transportation plan within year 2020 by a guarantee of overall,timely,reliable,good-quality navigation-supporting service available at any time and any place.The thesis,based on "integrated theory with practice",preliminarily explores through development of coastal aids to navigation,conceptual change,main contents of navigation-supporting service system,implementation of core technology to structure of its utility system of Jiangsu Province.The research,integrated with the practice of work,compiles authoritative data of related department through site survey and questionnaire,analyzes the coastal water area, shipping charactestics,aids to navigation distribution conditions of Jiangsu Province, makes qualitative and quantitative assessment and efficiency evaluation to existing navigation-supporting system,and analyzes demand to navigation-supporting information.The thesis,based on predecessor's research findings,makes up aids to navigation distribution map covered important coastal waterways,ports,and areas in Jiangsu Province and proposes establishment of system framework of comprehensive navigation-supporting information management and service center for Modern Navigation Era.The thesis put emphasis on navigation-supportings distribution map, comprehensive navigation-supporting information management and navigation-supporting information service framework.The research involves navigation technology,electronic chart system(GIS) technology,global positioning system(GPS) technology,Telemetry & Telecontrol on aids to navigation system technology,automatic identification system(AIS)technology, Vessel Traffic Services System technology,etc in respect of fields as computer science, communications network,database technology and space information technology with abundant research data and extensive contents stating key points in details due to lack of spaces. |
