Research On The Development Strategy Of Navigation Guarantee Informatization In The North China Sea

With the rapid development of information technology, all countries pay moreand more attention to the construction and development of informatization. Level ofinformatization has become an important mark to measure the modernization of thecounties. In the meanwhile, with recovering of shipping finance, putting forward tocarry out the strategy of becoming a maritime power and the fast economicdevelopment of region over the Circum-Bohai-Sea, navigation guarantee has been sethigher requirements in the North China Sea. As an important support of navigationguarantee, the informatization will play an indispensable role in the construction ofthe maritime security system and the improvement of navigation guaranteemechanism. Therefore, it is of strategic significance to study the development strategyof navigation guarantee informatization in the North China Sea.After years of constructing maritime system and improving itself, we haveobtained certain achievements in the field of navigation guarantee informatization,even supporting business. However, several outstanding problems have beendiscovered in the process of constructing informatization. It has become a bottleneckof restricting the development of navigation guarantee informatization. We need toface and solve it. Combining with basic theory of informatization and presentsituation of constructing informatization in the North China Sea, this paper analysesthe major problem that existing in construction of navigation guaranteeinformatization in the North China Sea and has a in-depth discussion about the causesof problem. Basing on development strategy of navigation guarantee, drawing onadvanced international experience and aiming at the problem of informatization, thispaper also puts forward some tactics to develop informatization of navigationguarantee in the North China Sea.This paper is divided into six sections. The first chapter introduces thebackground of topic, the research significance, the domestic and foreign researchreview of informatization, the research methods and the innovation point of article.The second chapter introduces the relevant basic theory of informatization. The thirdchapter introduces the present situation of constructing navigation guaranteeinformatization in the North China Sea. The forth chapter concludes the problems that existing in construction of navigation guarantee informatization in the North ChinaSea, analyzes the causes of problem deeply. The fifth chapter introduces the practiceand advanced experience of constructing navigation guarantee informatization athome and abroad. The final chapter, aiming at the problem, puts forward some tacticsto develop informatization of navigation guarantee in the North China Sea.
