Land is a very rare and precious natural resource,it is the foundation of human survival and development and the source of all human's production and means of subsistence.Land use types are various,land for consruction use is only one kind of special using.Rapid economic and social developmen will inevitably lead to the increase of demand for construction land in a region.Many people,little arable land, these features spell out China's basic national conditions,especially arable land resources are very scarce.Under such circumstances,contradictions between human and land become even more acute and how to not only guarantee a meal,but also to ensure the construction is a difficult problem confronting us.This paper studies the optimization of the structure and layout of urban and rural constructive land in Shijiazhuang City,so as to promote the intensive utilization of land in Shijiazhuang city and make rational use of land resources a way of promoting economic development.And on this basis,we can put forward the measures which can optimize the structure and layout of land use in urban and rural areas.All the above have a great significance and practical value to the land use in Shijiazhuang city.In this paper,a total of five parts,the second,third,and the fourth part are the core.The second part of the paper discusses the characteristics about structure and layout of land utilization in urban and rural areas in Shijiazhuang City,and then points out main problems existing in the constructive land of urban and rural areas in Shijiazhuang city.The third part of the paper first uses the way of correlation analysis and SPSS software to annalyse the factors of driving forces existing in the land expansion process of urban construction.Through these methods we can find that population has more impact on the factors and then respectively predict the level of population and urbanization from 2006 to 2020 in in Shijiazhuang City;Finaly based on the previous population prediction,we can anticipate the the scale of construction land in urban and rural areas for the next few decades in Shijiazhuang City,and make a predictable analysis about situation of arable land which will be occupied by the newly increased land and all forms of construction land in urban and rural areas in the future in in Shijiazhuang city.Proceeding from the previously preditable results,the fourth part proposes the overall assumptions about the structure and Layout Optimization about construction land which can be described as the follow programs: the layout program which can be described as"one urban area,two-axis of city and town development and breakthrough in the dual structure of urban system";The adjustment plan for the rural settlements which can be mapped out for the western mountain"Overall relocation"and the model of combining the"eastern plains region","rural urbanization"and"village center";The adjustment plan for land for mining use which can be mapped out for Center City District to prohibit new projects of pollution,strictly limits the pollution in the western region industrial development, town and township enterprises are concentrated to the industrial park.Build an integrated transport system,make a radioactive transportation network ring and fomat an layout program for transport land in which the Two Rings and A Radicalized road of High way and their radiation would be the main parts of the main roads net.Finally, we can determine a reasonable level of flood protection and engineering standards to achieve the layout plan for water conservancy facilities which can optimize the allocation of water resource.Part fifth in the paper puts forward some measures that can optimize the structure and layout of construction land in urban and rural areas and the last part summarizes the main conclusions of the article.
