Research On The Increase Of Urban Construction Sites To The Decrease Of Rural Construction Sites Linking

With the rapid economic and social development, urbanization accelerated and new rural construction and the development of urban and rural speed up. So the living conditions have markedly improved. But there are still many problems in the land use of rural construction, and the contradiction between man and land is very prominent. On the other hand, the amount of land issue had become the obstacles to the development of social economy. The work of “the increase of urban construction sites to the decrease of rural construction sites linking” is a new method of land reclamation. The government proposed the policy for the purpose of making the patterns of the urban and rural land use more reasonable. It can improve the quality of arable land and save use of construction land. These years, “the increase of urban construction sites to the decrease of rural construction sites linking” not only increased the number of China’s arable land, but also eased the contradiction of land supply in urban development constructions.The increase of urban construction sites to the decrease of rural construction sites linking is still in the phase of exploration and attempt. Some relevant scholars made some discussion and research on the theory and practice, but they more concentrated in the feasibility analysis, significance, problems and mode of operation, etc of urban and rural construction sites linked. While the performance evaluation research about the increase of urban construction sites to the decrease of rural construction sites is still lacking.Therefore, this study seize the policy basis for the fundamental purpose, on the basis of the scientific content and the development process about increase of urban construction sites to the decrease of rural construction sites. Firstly, it analyzed the actual problems during the operation and summarized several models suitable for regional development.Then it using fuzzy comprehensive evaluation method and Delphi method to build performance evaluation system of the increase of urban construction sites to the decrease of rural construction sites, which selected 14 evaluation index from the management process, economic,social, ecological four areas. Thirdly, It carried out objective and fair assessment using the performance evaluation system in the case study of Ding Jialou Community in Shouguang city.On the one hand, it verified the evaluation system of this paper, on the other hand, it Present problems in the implementation process and related recommendations problems for the project area through evaluation analysis.These policy recommendations enabled decision makers to accurately grasp the results achieved and problems of the project. Finally, it proposed targeted reforms, so it can provide theoretical guidance and technicalsupport for the future of a more scientific and reasonable work of “the increase of urban construction sites to the decrease of rural construction sites”.
