| With the sustained and rapid development of the economy and the acceleration of industrialization and urbanization,the contradiction between supply and demand of land resource are becoming increasingly acute,which has become the bottleneck that restricts the sound development of national economic development,and which underlines the importance of the farmland conservation and the economical and intensive utilization of construction land. How to evaluate the intensive degree of construction land and how to coordinate the harmonious development of regional economy and the contradiction between supply and demand of land resource are the problems demanding prompt solution.This thesis,based on the achievement in the evaluation of land at home and abroad, makes clear the definition of the economical and intensive utilization of construction land. According to the theories related to evaluation and optimum allocation of urban land,this thesis selects twelve representative indices to construct an evaluation index system for the economical and intensive utilization of construction land in Shjiazhuang city.The twelve indices are selected from four aspects:benefit of land utilization,investment of land utilization,intensity of land utilization and sustainable development of land utilization.This thesis obtains the weight value of criterion and index hierarchy by means of the combining analytic hierarchy process and experts marking method;then the thesis applies synthetic index method to obtain the synthetic indices of the construction land intensive utilization and get the intensive degree;finally,the thesis evaluates the intensive degree of the construction land in Shijiazhuang cityHaving collected data from 1999 to 2005,this thesis analyzes and evaluates the construction land intensive degree in Shijiazhuang longitudinally by phases,and makes latitudinal diversity analysis of the construction land intensive degree in 17 counties under Shijiazhuang city.The conclusion is that the land utilization intensive degree had been increasing constantly from 1999 to 2005 and the intensive utilization stage began in 2003; with few exceptions that are at the extensive utilization stage,most of the 17 counties under Shjiazhuang city are at the intensive utilizationstage,but the degree of intensive utilization varies and there are great diversities.Based on the development of the planning indices for the economical and intensive utilization over the years,by the longitudinal and latitudinal analysis of the construction land intensive degree in Shjiazhuang city,this thesis puts forward planning control criteria for different categories of construction land;according to the data of inefficient construction land utilization survey in Shijiazhuang city,this thesis analyzes the potentialities of the economical and intensive utilization of construction land.By analysis and evaluation of the construction land intensive degree,this thesis detects the problems existing in the construction land utilization in Shijiazhuang city.Based on the planning control criteria and the existing potentialities,measures and suggestions for the problems are propounded to promote the economical and intensive utilization of construction land in Shijiazhuang city from ten aspects,in terms of macro policies,concrete measures and monitoring and management regulations of the economical and intensive utilization. |
