Study On The Reconstruction Of Village-in-city On The Basis Of Land Institution Perspective

In the process of urbanization, due to the influence of urban-rural land property right restrictions and tradeoff system factors, villages in the city was surrounded little or more by urban construction. The development and reform of urban village is closely related to the land use. The villages' reform is a complicated system engineering, involved politics, economy, culture, history, environment etc. So that some people call it "The Second Land Reform". There are not only industrial land house and rented house but also legitimate and illegal buildings in the urban village.Land is the core issue in the process of village-in-city reconstruction. Land assets is the biggest wealth in the city. In a large part of the urban management is the land management. Utilizing the value of land completely can solve the bottle-neck problem of reconstruction funds. In addition, land-using in the urban village associates with the other problems in the process of urban village reforming. Followed along with the resolving of land-using, the other problems can be relieved effectively. For example, we can optimize the road system and environment, enlarge the green space , reduce the overrate building density and crime rate through implementing the city planning to realize advancing the value of the urban land. But, it will not figure out the problems completely only with changing the land-using in the urban villages. For instance, the problem of the villager's employment, the immigration's re-inhabitancy and the conflict between the villager's old ideas with the urban civilization, etc. All of these problems need corresponding policy to solve in the reformation. To sum up, to do it from land-using will be the most worthwhile operating process choice in the urban village reformation.This article mainly discusses the land problem in the village-in-city transformation.
