Study On The Sustainable Land Use In The Process Of Urbanization In Kaifeng City

Urbanization is inevitable trend and demand for the economic development and social progress. With the acceleration of the urbanization process and the sustained, rapid socio-economic development, great changes have happened on regional land-use, human-land contradictions have become increasingly conspicuous. In this context, the concept of sustainable development has being deepened, research of sustainable land use has become one study of the hot issues of geography and related disciplines. Since reform and opening up, urbanization of Kaifeng has being developed rapidly, land use has been changed greatly. Especially in recent years, in the positive development of "Central China city group" and " Zheng Bian integration" background, Kaifeng City meets a unprecedented opportunities for development, the socio-economy has being developed rapidly, but human-land contradictions have become increasingly conspicuous. Therefore, how to promote sustainable land use in the urbanization process is particularly important.In this paper, sustainable land use in Kaifeng City is studied in the context of urbanization. The studies are mainly the following points:(1) the analysis of land-use actuality in Kaifeng City. Land-use actuality in Kaifeng City in 2007 are analyzed.(2) the analysis of land-use changes in the process of urbanization in Kaifeng. Firstly, the complexion of urbanization development since the foundation of our country in Kaifeng City is analyzed, and then the land-use changes in the process of urbanization in Kaifeng City are analyzed and their influencing factors are analyzed, and finally the land-use problems in the process of urbanization in Kaifeng City are analyzed.(3) the appraisal of sustainable land use in Kaifeng City. In accordance with the principles, methods and procedure, combined with the specific circumstances of Kaifeng, evaluation indexs are selected and the evaluation system for sustainable land use is established, then sustainable land use in Kaifeng City is appraised by an integrated evaluation method, and the obstacle factors of sustainable land use are diagnosed.(4) the countermeasures for sustainable land use in the process of urbanization in Kaifeng City. Considering the land-use problems in the process of urbanization and the obstacles encountered in the further development, in order to promote the sustainable land use in the process of urbanization in Kaifeng City, some countermeasures are put forward.The following conclusions are educed through the analysis:(1)There are fluctuations in the level of urbanization in Kaifeng City in 1978～1989, and then the level of urbanization has been rising in 1990～2003, and achieve the highest value in 2003, mainly because the investment is increased and the economic structure in Kaifeng City is energetically adjusted, and the process of urbanization is vigorously advanced. The level of urbanization in 2004 dropped slightly, but still rising year by year in the years after 2004, and in 2007 the level of urbanization is 30.52%, and it is in the middle stage of urbanization development, but also the early stage of rapid urbanization development.(2) In1990～2007years, the cultivated land, garden, water area and unused land in Kaifeng City take on negative growth, and forest land, residential and industrial land and transport land take on increasing trend, thereinto the biggest magnitude change is of cultivated land, followed by residents and industrial land, and the smallest is of the garden. The fastest change happened on unused land, the annual change rate is 0.96%; followed by the transport land, the annual rate is 0.80% change; the annual change rate of cultivated land is only 0.09%, because the base is much too big; the rate of change in forest land is also higher than the average level, it is 0.49%; In addition to cultivated land, the annual change rates of park, residential and industrial land and water area are also below average level. The synthetized index of the extent of land-use in Kaifeng City takes on an upward trend, that shows the land use in Kaifeng City is in the state of progress over the past decade.(3) From the productivity, stability, protection, economic viability and social acceptability, 27 indicators are chosen and a evaluation index system for sustainable land use is set up for Kaifeng City, and then the extent of sustainable land use in Kaifeng City in 2007 is calculated, the result is that the integrated level of sustainable land use is 0.4528, it belongs to medium-level, and just come into the "medium" threshold.(4) The obstacle factors of sustainable land use in Kaifeng City are diagnosed and find that the disharmonious gap between city and country, Low quality land, low economic efficiency and not good protection of land resources are main obstacle factors of sustainable land use in Kaifeng City.Finally, considering the land-use problems in the process of urbanization and the obstacles encountered in the further development in Kaifeng City, some proposals are put forward as follows,①protecting the cultivated land effectively;②optimizing the land-use structure and improving the efficiency of land use;③enhancing the land-use management of Urban Fringe;④developing the rural economy actively and coordinating urban and rural development;⑤strengthening the legal system of land-use management.
