Land is the most basic means of agricultural production which is also the material basis for human beings to live by and develop. In recent years, with continuous improvement of industrialization and urbanization, decreased arable land, as well as the increasingly prominent contradictions between people and land, how to achieve sustainable use of land resources has become one of the major issues facing the mankind. The land development, consolidation and reclamation is important ways to promote sustainable use of land, which, as important components of land overall plan, can effectively increase the arable land and improve land use rate and land use efficiency; meanwhile the elements restricting land use could be changed by engineering measures to effectively increase the capacity and number of economic supply of land. While the potential research on land development, consolidation and reclamation is of great significance for carrying out the land development, consolidation and reclamation activities scientifically and rationally.This paper describes the research progress of domestic and international land development and consolidation in the theoretical study, and analyzes the content of land development, consolidation and reclamation and basic theory basis on five types of land development, consolidation and reclamation which are:sustainable land use theory, regional differentiation theory, cost-benefit theory,landscape Ecology and theory of laws of the land compensation. In the empirical research, by combination of field research and statistical analysis method, the study area is analyzed in detail at four aspects from consolidation potential of arable land, potential of rural residential land consolidation, land reclamation and land development potential to investigate the estimate, and finally the following conclusions are drawn as followed:(1) The standard coefficient of land in villages and towns is determined through two methods including typical field survey and typical field design, and then by using the single factor evaluation method evaluate the land consolidation potential and classify the potential. The net potential for areable land increase in Kaifeng is 4324.53 hm2, and Kaifeng has greatest potential of 2294.71hm2; the potential of arable land consolidation in Lankao County is 350.25hm2; land consolidation potential of Tongxu coudnty is 337.67hm2 while land consolidation potential of Weishi County is 473.55hm2; the land consolidation potential of Qi County is 868.35hm2; the land consolidation potential of arable land in Kaifeng city is relative small, which is 98.52hm2.(2) The evaluation potential of residential land consolidation uses natural growth of population forecast model to calculate the population base, and calculate the potential of residential land consolidation in accordance with the provisions of rural construction land area per capita as the benchmark. The city's potential of rurual residential land development and consolidation is 3336.97hm2. And Lankao County has the greatest potential which is 1116.45hm2; the potential of residential land cosolidation in Kaifeng County is 675.18hm2; the potential of residential land cosolidation in Tongxu County is 431.25hm2, the potential of residential land cosolidation in Weishi County is 494.66hm2; the potential of residential land cosolidation in Qixian is 541.89hm2; the potential of residential land cosolidation in Kaifeng City is small which is 77.53hm2.(3) The land reclamation suitability evaluation uses analytical hierarchy process to determine involved weighting factors, and then calculate the coomprehensive value of evaluation unit by using index and on the value exponential sum method to determine the suitable arable land resource area for reclaimation. The net increase of arable land in Kaifeng City reaches 1410.69hm2 through land reclamation. Kaifeng County has the greatest potential of land reclamation which is 501.47hm2; the potential of land reclamation in Lankao County is 303.52hm2; the potential of land reclamation in Weishi County is 473.55hm2; the potential of land reclamation in Qixian is 310.64hm2; the potential of land reclamation in Tongxu County is relative small, which is 92.96hm2.(4) The evaluation unit of suitability evaluation of land resource for development is towns and villages. The investigation and evaluation are carried out simultaneously and the dominant factor evaluation method is used for suitability evaluation. The net increase of arable land in Kaifeng City reaches 3658.37hm2 through land development, and Lankao County has the greatest potential of land development which is 1280.91hm2; the potential of land development in Kaifeng County is 1250.69hm2; the potential of land development in Weishi County is 908.47hm2; the potentials of land development in Tongxu County and Qi County are relative small which are 101.3hm2 and 117hm2 respectively.The scientific plan of land consolidation, reclamation and development could ensure the overall dynamic balance of arable land in the city, promote the agricultural development and gurantee the food security. In the research process of land consolidation and reclamation potential in Kaifeng City, only overall situation of resources and spatial distribution is understood as a whole while the development and consolidation potential of various lands, difficulty of land development and consolidation, as well as the input condition still need further study and discussion.
