Research On Governments' Duty In Rural Social Security From Financial Angel

The eleventh five-year-plan of our country explicitly proposed that we will construct a new social countryside.To realize the significant mission, we have to bring the supply of public products in rural area into the public expenditure category right away,strengthen investment in "three issues related to agriculture,village and peasantry ",and let the sunlight of public finance illuminate extensive rural area really.In this process, enlarging the public supplies of social security system in rural area and coordinating the system between cities and countryside is a key point, and it's also the content in new rural construction.At present,the development of our rural social security is worrisome. The governments being a long-term absent in rural social security, resulted in the solely fund source,narrow coverage,low safeguard level and the unperfect management system.It is not only difficult to maintain the rural economical growth and the social stability,but also has blocked the construction of the new social countryside and the harmonious society.To build and improve the system of rural social security,the governments should be in the leading position.This thesis mainly analyzes the necessity and feasibility of the governments' dominant position, reveals present situation and the reasons of government function hiatus, models established experience of rural social security in some countries like Germany,Japan,South Korea and so on,suggests that governments should fulfill their supplying duty in both finance and system.First,it starts with the necessary and feasibility analysis on governments' leading role in rural social security.In necessity aspect, making up the unperfect market,providing excellent value products, compensating debt to the farmers,guaranting human rights and so on are all reasons why the governments should occupy the dominant position in constructing process;In feasibility aspect,growing budget income, original system basis,entire social thought on it and so on has laid the solid foundation for the governments' leading role.Second,it analysises the current situation and reasons about the governments' function lacking in rural social security.The main performance is little financial investment,unperfect organization system, as well as the relevant flaw laws.It is the national industrial development strategy and the governments' limited financial resource which lasted for a long time lead to the governments' function lacking in rural social security.Third,through the review of historical process and present situation in Germany,Japan and South Korea,it summarizes some lessons the governments can draw,such as fund,legal system,constructing steps, system level and so on.Fourth,it proposes that the most important leading role the goverments should play is to enlarge the investment to rural social security.To do this,firstly,the goverments should increase their financial resources by levying social security tax,deepening the reform of tax distribution system,accepting social funds and so on;Secondly,the goverments should increase financial resources they can use for rural social security by standarding financial supplying scope,compressioning administration funds,fairly distributing the social security fund between cities and villages and so on;Besides,we should optimize the funds structure of expenditure in rural social security,to ensure the demand of rural social rescues and rural social insurance.Finally,it points out the governments' systematical supply duty in rural social security.It is mainly that the governments should create a good environment by propaganda and education,divergencing agriculture surplus labor force,developing modern agriculture and so on;The governments should grasp the principle and rate of progress about rural social security,reinforce management and the surveillance to rural social security.In brief,the governments must fully fulfill their duty of financial guarantee and the systematical supply in the building process of the rural social security by more ways,structure and perfect the rural social security system further,and step further in the construction of a new social countryside and a more harmonious society.
