Employees have been the soul resources of enterprises. The excessively high staff flow can bring the inestimable loss to the enterprises. So guaranteeing a reasonable flow of staff is extremely important.Some scholars abroad have proven the staff flow necessity from staff growth and creativity angle. In domestic, the staff phenomenon of flow just appears in the market economy system reform. Along with the rapid development of the market economy and the gradually perfect of the labor market, the staff phenomenon of flow only then starts by some scholars to take. Researches of the staff flow by our country's scholars more concentrate on the influence factors. They think that various complex factors including individual, environment and organization can affect staff's decision-making of flow. However, the foundation on which staff make decisions is not the true environment outside, but is the environment which they think. In other words, the staff's perception to the situation is the foundation for them to make the flow decision. So the author devotes her studies to the flow mechanism from the angle of the individual perception.According to the relation of perception and flow, this article introduces the staff degree of satisfaction to take the intermediary variable, and establishes the chain explaining the staff flow mechanism. In order to display the dynamic process which staff flow, this article expends the chain to the staff flow model based on individual perception, and exerts itself to study the mechanism of staff flow. Simultaneously it discusses that using the evaluation technology of cognition ability to change the deviation of individual perception is possible.For the sake of practical research to the model, the article chooses the typical enterprise (the M enterprise) to carry on the case analysis. By appraising its overall conditions and implementing the questionnaire and the interview investigation to its staff, the article proves further that the root which has caused the staff flow is the difference between the individual subjective perception and the objective information. And the difference is larger; the staff rate of flow is higher.If manages want to control staff flow efficiently, firstly they must erect the humanist idea, as well as the management must arouse staff's enthusiasm, initiative and creativity. Secondly they must implement the entire journey management to staff perception. By this, they can get the appropriate staff rate of flow.
