Analysis And Countermeasure Of The Present Situation Of The Operation Of Unemployment Insurance System In Shanxi Province

In all the countries of the world at present, unemployment is not only a theoretical problem, but a practical one; and it's not only an economic problem, but a political one. Under the condition of marketing economy, it has become an important aim of macroeconomic policies how the governments make use of combined means of administration, economy and so on to harness efficiently the unemployment problem and to enlarge employment. China is at the preliminary stage of Socialist marketing economy, which makes it more vital for Chinese governments to solve the unemployment problem. In some sense, whether the unemployment problem is solved successfully or not determines whether China can succeed in the system reform, and it even decides the future and destination of China. Therefore, a comprehensive study of unemployment and relative governments acts not only owns the theoretical value of public management, but also is an urgent need of social development in the turning point of China.In Shanxi, an important province in North China, with promotion of the reform of state-run enterprises, the contradictions of serious unemployment situation are from three aspects: unemployed people in cities and towns, redundant labor in villages and new-born and new-grown labor in cities and towns. The focus of the contradictions is on unemployed people in cities and towns. To further the study of Unemployment Insurance System is a spur to economic development of Shanxi province, and it is also significant in assuring social stability.This thesis puts emphasis on the analysis of the present situation of the operation of Unemployment Insurance System in Shanxi province. The thesis is composed of seven parts. The first part is an introduction, presenting the background, aim and significance, content and approaches of the study. The second part is about the development of Unemployment Insurance System in China. This part expounds the background of the foundation of Unemployment Insurance System in China, and stages of its reform and development. The third part is about the development of Unemployment Insurance System in Shanxi province. The aim is to prepare for the following analysis by the introduction of the problems and the stages of Unemployment Insurance System in Shanxi province. The forth part is an empirical analysis of the operation situation of the Unemployment Insurance System in Shanxi province, including the coverage of the Unemployment Insurance System, insuring situation, registered unemployment situation in cities and towns, unemployment situation of peasant labors, paying situation of unemployment insurance.
