The Research On The Characters Of Clusters And The Spacial Agglomeration Of Shanxi SMEs

How to use the experience of the development of the enterprise'clusters in the developed areas for reference and to cultivate Shanxi enterprises which have the international competitiveness, which in order to make a characteristic development for Shanxi, is a most critical problem that needs deeper consideration and should be resolved with urgency. That very problem is a vital research that can be of great help in realizing the regional equilibrium development, promoting the grown up of the Middle area and constructing a harmonious society. Based on the research fruit of"The research on development strategy of Shanxi Small and Medium Enterprises' (SEMs) Clusters"which was imbursed by the Shanxi Soft science foundation, Some researches are following in this paper:1.Thirty non-resource industrial enterprises'clusters which have the most distinct character of agglomeration are screened out, and the gradation of such enterprise clusters is given.By using the statistical data of about one hundred and twenty thousand enterprises in year 2005, which was gained from the Shanxi Revenue, and applying the special agglomeration analytical method, the filtration model of the enterprises'cluster is constructed, so, the distributing survey of the Shanxi enterprises'cluster can be implemented.2.The characters of the formation and the development of the Shanxi SEMs are summed up.The development of the Shanxi enterprises'clusters can be divided into two kinds, one is the enterprises'clusters of the equip-manufacturing and the industry park which are promoted by the government but lack of vitality; another is the enterprises'clusters which are developed unprompted and of full vitality. And characters of the enterprises'clusters can be constructed by the prosperous and the failure of the two kinds of the clusters.3.The mechanism of the development of the Shanxi enterprises'clusters is explored and the countermeasures of the development of the Shanxi enterprises'clusters are also given.By combining the formal analytical results and the realistic cases, the analysis of mechanism of the Shanxi enterprises'clusters'development is done, also, the result that the Shanxi enterprises'clusters should be developed by its own is drawn. Therefore, the countermeasures of the development of the Shanxi enterprises'clusters are given as follow: one way is to strengthening the relationship between the enterprises in the clusters; another way is that the government should enhance its servicing function while weaken or vanish its dominant function.
